The Group of Eight Chair and University of Sydney VC Professor Mark Scott writes in an op-ed in The Australian Financial Review that universities are being asked to fix a housing problem they did not create, and the government’s haste will massively disrupt thousands of students’ lives. “Australian’s higher education is a global powerhouse,” he says, that has been encouraged by both sides of politics without any strategic planning between govt and the sector, “It’s time to have these conversations, but we must get the details right.” Professor Scott suggests using existing mechanisms for negotiating international student numbers and their distribution across courses, instead of rushing through parliament “radical reforms with significant potential for unintended consequences”. Universities in the Australian Technology Network of Universities (ATN Universities) are all mission-driven, and they strive to provide every student with excellent #education and enriching experiences. They don’t extract profits. They re-invest the surplus from international students’ tuition. That re-investment subsidises domestic students’ experiences, and it co-funds research. The Universities Accord Final Report recognises the need for a fresh look at domestic students’ fees and funding rates, and it is also clear that public funding for research fails to cover the full cost of delivering that vital work. These issues aren’t raised by the Accord in abstract: there is a plan for addressing them, including a mandate for the Australian Tertiary Education Commission (ATEC) to work with #universities to ensure sustainable funding across the whole sector. Individual institutional compacts will enable institutions to negotiate their resource needs appropriate to their individual missions, local economies, and the communities which they serve. If we’re going to upend the model of #highereducation in Australia, let’s look at all the interdependencies. Currently, universities need to recruit international students to succeed within the existing policy settings. Those settings can change. We need, however, to interrogate the consequences, intended and otherwise. A period of transition is essential. We’re calling on the Government to find the opportunity amid this current policy change. That opportunity is to work with the vital civic institutions which make up our public university sector to establish a new and sustainable model for high quality tertiary education. A model which ensures that the very students for whom this Government seeks to provide expanded opportunities – those with the least advantage – receive a fair go. Universities have long been an extension of a nation’s soft power, building a pipeline of future leaders and driving international perceptions of the national intellectual ecosystem’s quality. This has enabled successful and prestigious institutions to attract talent from across the world, leading to a brain drain from developing countries. The focus on higher education is driving a specific emphasis on building a system of research-oriented universities that can compete at an elite level. However, the degree to which a national ecosystem can be planned and strategically deployed from the central government is not always high, due to institutional independence or the presence of private university institutions. National governments may need to use indirect means, such as funding and quality assurance measures, to tweak the national education landscape.
