The U.S. Department of Energy (DOE) recently launched the Energy Savings Performance Contracting (ESPC) Campaign to enhance the use of ESPC and measurement and verification (M&V) across the public sector to deliver significant energy, environmental, and cost savings benefits to communities nationwide. Through DOE technical assistance and partner knowledge sharing, the ESPC Campaign supports partners in using ESPC to modernize buildings, save energy, lower utility, and operational expenses, reduce greenhouse gas emissions, and collectively achieve $1 billion in measured and verified savings by 2030. Efficiency Valuation Organization (EVO) is proud to be one of the founding partners of this initiative, along with the Energy Services Coalition (ESC), the NASEO - National Association of State Energy Officials, and the NAESCO - National Association of Energy Service Companies (NAESCO). This campaign focuses on enhancing the use of ESPC and measurement and verification best practices across the state and local markets. In this context, EVO’s International Performance Measurement and Verification Protocol (IPMVP) becomes an essential resource for parties involved in ESPC. IPMVP-PMVA and IPMVP-PMVEcertification training programs also offer significant M&V capacity-building opportunities. Resolution MEPC347(78) adopted on 10 June 2022 - Guidelines for the verification and company audits by the Administration of Part III of the Ship Energy Efficiency Management Plan (SEEMP). New guidelines for SEEMP Part III company audits ➡️ Applicability: shipowners, ship operators, ship managers and ship masters. - To comply with MARPOL Annex VI, ships of 5,000GT and above must have on board a Ship Energy Efficiency Management Plan (SEEMP), Part III of which provides the information to assess the operational carbon intensity (CII) of the ship. - Regulation 26.3.3 of Annex VI requires a SEEMP Part III to be subject to periodical company audits that should be undertaken at least every three years. ➡️ New requirements for company audits - The scope for such company audits has now been outlined in Resolution MEPC.347(78) – Guidelines for the Verification and Company Audits by the Administration of Part III of the Ship Energy Efficiency Management Plan (SEEMP). - Company audits are to be undertaken within a period of six months after the issue of the Statement of Compliance related to fuel oil consumption reporting and operational carbon intensity rating required by MARPOL Annex VI, Regulation 6.6.4 ➡️To which companies do these audit requirements apply? Any company that operates a ship (1) on international voyages of 5,000GT and above, subject to the operational carbon intensity (CII) requirements in MARPOL Annex VI, Regulation 28. (1) bulk carrier, combination carrier, container ship, cruise passenger ship, gas carrier, general cargo ship, LNG carrier, refrigerated cargo carrier, ro-ro cargo ship, ro-ro cargo ship (vehicle carrier), ro-ro passenger ship or tanker, as defined in MARPOL Annex VI, Regulation 2.
