Are there neighbourhoods in Barcelona without tourist apartments? When we think of tourist apartments, we think of neighbourhoods such as Ciutat Vella, Dreta de l’Eixample and other central places in the city. However, there is another Barcelona that is not haunted by mass tourism. There are actually eight entire neighbourhoods without a licence for tourist apartments. Currently, the city has licences for around 10,000 homes and most are concentrated in the Eixample District (4,467). However, five of the neighbourhoods of Nou Barris (Can Peguera, Ciutat Meridiana, la Trinitat Nova, Torre Barí and Vallbona), two in Horta-Guinardó (La Clota and Montbau) and one in Sant Andreu (Baró de Viver) do not have any permits for tourist apartments. This seems like a rare bird, but it is worth remembering that Barcelona City Council announced that all holiday rental licences will be withdrawn by 2028. Barcelona plans to enact a citywide ban on all short-term rentals to address complaints that tourism is to blame for a local housing crisis and soaring rents. The Mediterranean city will stop giving new licenses and won’t renew existing ones so that in 2029 no homes will have permission to be rented as tourist accommodation, Barcelona Mayor said at a press conference on Friday. There are now about 10,000 houses registered as rentals for tourists. “More supply of housing is needed, and the measures we’re presenting today are to provide more supply so that the working middle class does not have to leave the city because they can’t afford housing,” Collboni said. “This measure will not change the situation from one day to the next. These problems take time. But with this measure we are marking a turning point.” Rent prices per square meter in Barcelona increased 14% in the 12 months through April and are the highest among Spanish cities, according to Idealista, the country’s largest website for property listings. The city was visited by 16 million tourists in 2023, according to the Barcelona Tourism Observatory. Barcelona will ban all short-term rentals in response to complaints that tourism is causing a local housing crisis and soaring rents. No new licenses and no renewals from 2029 will reduce the approx. 10,000 rentals properties for tourists. The European Commission said parts of the Irish 2022 draft of the Short-Term Tourist Letting Bill contravene EU laws protecting freedom to provide online services and that our existing regulations - which underpin the new bill - requiring property owners to have planning permission for short-term letting above 90 days in Rent Pressure Zones "will require further analysis." The Commission notes the new bill as going "in the right direction" but it must align with a new EU Short Term Rental Regulation. 📢 𝐁𝐢𝐠 𝐂𝐡𝐚𝐧𝐠𝐞𝐬 𝐀𝐡𝐞𝐚𝐝 𝐟𝐨𝐫 𝐒𝐡𝐨𝐫𝐭-𝐓𝐞𝐫𝐦 𝐑𝐞𝐧𝐭𝐚𝐥𝐬 𝐢𝐧 𝐁𝐚𝐫𝐜𝐞𝐥𝐨𝐧𝐚 𝐚𝐧𝐝 𝐌𝐚𝐥𝐚𝐠𝐚 Barcelona has been tightening its regulations on short-term rentals for years, closing around 3,500 accommodations. Now, by November 2028, the city will take it a step further by not renewing over 10,000 current licenses for tourist rentals. This move aims to address the rising living costs for residents, with rents increasing by 68% and house prices by 38% in recent years. Malaga is following suit, limiting licenses to properties with independent entrances to curb the uncontrolled growth of short-term rentals. In 2016, Malaga had 846 licenses, which skyrocketed to over 12,000 by 2024. This shift mirrors earlier actions in Palma de Mallorca, where a 2018 decree banned private apartment rentals to tourists due to local protests against excessive tourism. If these measures hold, by 2029, Barcelona will have no short-term rentals, only traditional hotels and bed & breakfasts. This could set a precedent for other cities facing similar challenges, including those in Italy, where short-term rentals now capture 42.3% of the market, significantly impacting the hospitality industry. 🏙️ 𝐈𝐦𝐩𝐥𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬 𝐟𝐨𝐫 𝐈𝐭𝐚𝐥𝐲? "There are some Italian cities that are overinflated. Everyone wants to see them. Then there are others, equally beautiful but less trendy, with a significantly lower number of tourists. Perhaps these reforms could help balance the tourist flow in Italy while allowing the residents of those cities to continue living there. Amsterdam has the highest number of tourists per resident in a ranking of the world's most popular cities by The Economist. The city has over 10 arrivals per resident compared to second placed Paris with 8 per resident. Venice in Italy starts charging day-trippers It will cost you a small fee to eat, pray, and/or love in Venice this summer. Day-trip visitors must pay a little over $5 to visit the historic city starting today, making it the first major city to charge this kind of entrance fee. The surcharge comes after numerous warnings that the city’s infrastructure cannot support the overtourism it’s experiencing. UNESCO even threatened to put Venice on its list of endangered heritage sites if local authorities didn’t make changes. The new fee targets single-day visitors, who account for about three out of every four tourists to the city but contribute less than 20% to total tourism spending. Some critics think the fee violates Italy’s constitutional right to freedom of movement, while others say it doesn’t go far enough because a measly 5-euro fee won’t make a dent in the nearly 30 million people who visit Venice every year. Big picture: The Floating City isn’t the only travel hot spot attempting to limit tourists. Other destinations have raised tourist taxes, and Barcelona even removed a popular bus route from map apps so tourists stop clogging up public transit.

I saw various examples, such as Lisbon stopping the golden visa program for foreigners (non-EU citizens), or last year Amsterdam created stay-away ad campaigns targeting young British men. Local governments in places such as Spain’s Canary Islands, Lisbon, and Berlin have announced restrictions on short-term rentals in the past decade. And now Barcelona is up to ban apartment rentals to tourists in a bid to cut housing costs. Being one of Europe’s top destinations, Barcelona’s popularity has made housing increasingly unaffordable for residents.
