African Development Bank Group and ESAWAS regulators association hosted a webinar on Strengthening the regulatory role in water and sanitation financing. A strong legal and regulatory framework is crucial for attracting private sector investment in WSS. The webinar highlighted the importance of strengthening the regulatory role in sector finance, including investment planning, funding strategies, and sector-wide coordination. The webinar comes on the back of calls by service providers for regulators to support the viability of institutions and bankability of projects. This was at the recently held first Service Provider-Regulator Engagement Platform, which brought together 11 regulators and 22 service providers from across Africa. The service providers unanimously requested for the development of a water supply and sanitation tariff index for Africa, as well as a Creditworthiness Rating Index for WSS utilities across the continent - which ESAWAS and African Water and Sanitation Association _ Association Africaine de l'Eau et de l'Assainissement are looking to partner on. The necessity of addressing the scarcity of water resources and the most effective ways to enhance governance were the main issues at the 36th GCC Agricultural Cooperation and Food Security Committee meeting. Convened in Doha, on September 5, the conference stressed the necessity of guaranteeing water supply for agriculture. These talks are a part of the GCC's continuous attempts to improve regional cooperation pertaining to food and water security.

It is with great pleasure that I participated in the meeting of Working Cluster 4 on Water Governance of the Regional Water Collaborative Platform where I had the opportunity to give a presentation on "Water Governance in Tunisia.". The Platform is hosted by FAO and the working cluster is coordinated by UNESCO and CEDARE. During this presentation, several crucial aspects of water governance were addressed and discussed, including institutional organization, policy and planning, regulation, pricing, water users associations and the management of corruption risks in the water sector. The exchanges with the participants were particularly fruitful and focused on key themes such as: • The right to water and sanitation, • The pricing structure and cost recovery, • The role and performances of the Water Users Associations, • Groundwater management and the issue of overexploitation, • Food security in the context of climate change. The AIP welcomes the launch of the United Nations Systems-Wide Strategy for Water and Sanitation. Africa - and the world - needs system-wide coordination and delivery of water and sanitation priorities, as well as support to individual countries in formulating and executing national plans to increase water investments. Key recommendations from this comprehensive study include: 1️⃣ Support national long-term strategies of partner countries. 2️⃣ Continue policy dialogue and support the institutional capacity of partner countries. 3️⃣ Make long-term agreements for programmes. 4️⃣ Work with an integrated, systems-based vision on a differentiated approach. 5️⃣ Strengthen the role of embassies. 6️⃣ Shift the focus of monitoring and evaluation from project to programme level. 📌 𝐃𝐞𝐞𝐩 𝐃𝐢𝐯𝐞: 𝐁𝐚𝐧𝐠𝐥𝐚𝐝𝐞𝐬𝐡 MetaMeta and Socioconsult conducted a deep dive in (partly) Dutch-funded programmes in the coastal zone of Bangladesh, including the Blue Gold programme, the Southwest Area Integrated Water Resources Planning and Management project, and the Char Development and Settlement project. The African Development Bank Group represented by Mtchera Johannes Chirwa emphasized the critical role of regulators in fostering a conducive environment for investment in the region's water and sanitation sector. Strong regulatory frameworks, coupled with transparent policies, are essential to attract the necessary financing to address the continent's pressing water challenges.
