🇪🇺 📝 The European Commission pledged to reduce administrative burden, enhance interinstitutional cooperation, and ensure better regulation. 🇺🇸 Donald Trump appointed Elon Musk and Vivek Ramaswamy to "cut wasteful government expenditure" and "slash excess regulations," among other objectives. ❌ Easy way is not the European way: ▪ No promises have been made regarding staff reductions - quite the opposite. ▪ Henna Virkkunen made modest and realistic statements about reducing the administrative burden in her EP hearings. No big promises before collecting the data and seeing where the administrative burden can be reduced. ❗ It's important that these plans don't turn into another exercise in red-tape-cut-washing: 1️⃣ Better regulation principles must be applied with greater strength, transparency, and stakeholder involvement. 2️⃣ New regulations should improve conditions for everyone - not make it equally difficult for everybody. 3️⃣ European companies are pragmatic - they comply and are absolutely happy with size-based exemptions until they scale. Then, a relocation option is considered. The EU has to plan for the success of European business, long term. 4️⃣ Overregulation impacts national administrations too. The administrative apparatus can only expand so much before it becomes a target for populists advocating simple solutions to complex problems 5️⃣ The EU is already far ahead of everyone in terms of consumer protection and regulatory guardrails. It's encouraging to read this report from European Parliamentary Research Service for the Internal Market and Consumer Protection Committee, focusing on the impact of #twintransition EU legislation on #SMEs. It validates concerns expressed by Eurochambres and other business organisations about the capacity for smaller businesses to comply with and report on requirements imposed through EU legislation. With Ursula von der Leyen prioritizing burden reduction and regulatory simplification - a process in which MEPs have a very important role to play - this report provides evidence of the scale of the challenge, as well as clear recommendations on how to tackle it. The #ChamberNetwork is calling for #BetterRegulation to be a recurring theme in the forthcoming mission letters and hearings of the commissioners designate. I'm also proud to see the #Eurochambes 2011, 2013 and 2017 'SME Test Benchmark' analysis of the European Commission SME Test cited in the report, as well as the joint 2022 report with BusinessEurope and SMEunited. A new edition is under preparation by the 3 organisations and will be presented later this year. Really looking forward to this event! The topic of cross-border governance is one of enormous interest to the Centre for Cross Border Cooperation given its importance to what is now an external border of the EU (Ireland-Northern Ireland). The effectiveness of cross-border governance impacts on citizens' mobility (at the heart of our Border People project), and on cooperation for mutual benefit (the focus of our new S2@25 project, a project supported by #PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB) - European Funding). S2@25 is working with the cross-border bodies established under Strand 2 of the Good Friday/Belfast Agreement to highlight their collective impacts over the last 25 years, and to set out how they can collectively contribute to addressing the longer-term priorities of the two administrations on the island of Ireland.
💡In 2017, EU cross-border regions lost an estimated EUR 458 billion due to legal and administrative barriers. Across the OECD - OCDE, cross-border regions face many challenges, including complex laws, administrative hurdles, infrastructure gaps, and cultural differences that hinder their growth and integration of public goods and services. It would be reasonable to believe that #cross_border_regions in the EU would be great nodes of opportunities as people and firms here can benefit from resources from both sides of the border. At least my experience of living in the Malmö-Copenhagen border would make me believe so. Yet, our research tells us that, on average, cross-border regions have poorer economic and public service outcomes than non-cross-border regions due to (among others) significant administrative and legal barriers.
