28th AIES European Forum The 28th AIES European Forum will take place on 7 & 8 November at the Vienna School of International Studies. The event will be broadcasted live on the Internet. In accordance with this year's main theme "Europe's Future - Time to Decide, Time to Act", the most pressing challenges for European security and defense will be discussed, ranging from transatlantic relations, the current situation in Ukraine, the complex developments in the Middle East, to hybrid threats. On Day One, Panel 1 will be about “EU Security Policy & Transatlantic Relations”. It is set to offer insightful discussions on the future of EU security strategies and the evolving dynamics of transatlantic relations, gathering prominent experts and decision-makers in the field. On Day Two, after Keynote Speeches by Karoline Edtstadler, Austrian Federal Minister for the EU and Constitution, and Oleksij Reznikov, former Minister of Defense of Ukraine, and others, Panel 2 will discuss War, Peace and Stability in Eastern Europe. Finally, the last Panel (from 12:30 - 14:00) will be about "The Middle East at the Crossroads". My contribution to this panel will focus on the current war in Palestine and its wider implications. This will include an analysis of the interests, objectives, means, and intentions of the warring parties and international actors. Of course, this will take into account the outcome of the U.S. Presidential Election and its impact on the region. I will conclude with an assessment of likely developments. 🌍 **European Political Community Summit: 4th Meeting on July 18, 2024** 🌍 📅 **Meeting in the United Kingdom** 📅 On July 18, the 47 leaders of the European Political Community (EPC) gathered in the United Kingdom for a new summit. Ukrainian President Volodymyr Zelensky, along with representatives from NATO and the Council of Europe, participated in this event. The summit primarily focused on the situation in Ukraine. 🔹 **Creation of the EPC** 🔹 As a reminder, the EPC was created in October 2022 at the initiative of President Macron, with the aim of strengthening cohesion, cooperation, and dialogue among European countries. 🔹 **Structure of the Meeting** 🔹 This 4th meeting was structured into three parts: 1. An opening plenary session 2. Three roundtables dedicated to migration, energy and connectivity, and defense and democracy 3. A final plenary session 🤝 **Strengthening UK-EU Ties** 🤝 This meeting was also an opportunity for the United Kingdom to strengthen its ties with the EU and vice versa. Welcome back to Briefing Notes, where we are looking the Greek - Turkish relations under the prism of the “Athens Declaration on Friendly Relations and Good-Neighbourliness” signed by the two parts and the Turkish insistence on its “Blue Homeland” doctrine. Our Research Associate, Ioannis Chouliaras analyzes "in cold blood" the prospects of the Greek - Turkish rapprochement following the devastating earthquakes of 2023 in Turkey. In his view, it is rather unlikely a permanent resolution to be achieved to their bilateral disputes in the Aegean, Eastern Mediterranean, and Cyprus. "Despite the notable improvement in Greek - Turkish relations since early 2023, the two countries are unlikely to reach a permanent resolution to their bilateral disputes in the Aegean, Eastern Mediterranean, and Cyprus. Neither Athens nor Ankara has so far demonstrated any willingness to compromise on long-held positions. Turkey’s insistence on its “Blue Homeland” doctrine, intense domestic nationalist sentiment, and the perception of the global and regional balance of power shifting in its favor will likely discourage the Turkish government from making politically painful compromises to its rival and instead bid for time to establish its dominance in the region. On its part, Athens is also unlikely to concede to Turkish demands as they would have an adverse impact on its sovereignty. Relations will remain stable as long as the US and its allies prioritize NATO cohesion amid ongoing conflicts, although Ankara will likely make a renewed push to assert its territorial claims once it perceives an opening to do so... I'm pleased to publish 3 excellent articles in the #AsanForum examining the case for 🇦🇺🇰🇷🇯🇵 trilateral cooperation. In addition to being US allies, Australia, South Korea and Japan are net providers of Indo-Pacific security and prosperity in their own right. Tom Corben emphasises the value of diplomatic coordination over duplicating defence efforts. Ryosuke Hanada discusses the imbalanced bilaterals within the trilateral and how varying levels of security, trade and Pacific engagement can be calibrated. Dongkeun Lee argues that enduring differences in threat perceptions are being connected due to common maritime agendas. The articles build on our recent Australia-ROK-Japan Track 1.5 Trilateral Dialogue, hosted in June by United States Studies Centre at the University of Sydney.

The return of geopolitics has transformed the EU and its foreign and security policy. However, what does "geopolitics" actually mean and how does the EU adapt to its return? I make three arguments in my new Working Paper for the Finnish Institute of International Affairs - FIIA: - Geopolitics is more than just the provision of 'hard power'. The EU’s actions across the policy spectrum can have a geopolitical impact. - The EU's geopolitics is accidental rather than intentional. The EU acts eclectically when wielding its military, economic and normative powers. - Accidental geopolitics highlights the agency of individual decision-makers in the EU’s international engagement.
