#AYearinEMI In May, European Movement Ireland and Amárach Research launched the annual island of Ireland EU Poll. The #EMIPoll2024 is the only poll dedicated to EU Affairs in the Republic of Ireland and Northern Ireland. 🔹 The poll found support for Ireland’s membership of the EU remains strong at 84%, however the 2024 results indicate a notable decline in both jurisdictions on the question of whether the EU is moving in the right direction, with a drop from 58% in 2023 to 49% this year. 🔹 Majority in Ireland do not believe there will be a united Ireland in the EU in the next 10 years: 55%, compared to 58% last year. In Northern Ireland: 47% believe there will be, 43% believe there won’t be, and 10% don’t know. 🔹 Among the areas of low satisfaction with the EU’s performance were its response on issues such as migration, war in Ukraine and the Israel – Gaza conflict. 46% of respondents in Ireland and 44% in Northern Ireland ranked the EU’s performance weakest in the area of migration. The timing of this poll coincided with the debate around the new EU Migration and Asylum Pact. 🔹 Nearly half of respondents in both jurisdictions believe that the EU’s performance is strongest in the area of Trade 46% in ROI, and 55% in NI. 📢 NEW OECD - OCDE Report "Promoting Deliberative Democracy in the Basque Country in Spain: Lessons from the Tolosa Citizens’ Assembly." #DelibWave 📚 You can access and download the report here: https://lnkd.in/eitSTani This report takes stock of a project carried out by Arantzazulab and OECD Public Governance together with public authorities in Gipuzkoa and Tolosa to experiment public deliberation in the Basque Country (Spain). 💡 This report and the independent evaluation point to seven areas of opportunity for increasing the quality and impact of future deliberative processes: (1) strengthening the connection with the public beyond those who directly participated, (2) streamlining the selection of the topic for deliberation, (3) improving the dissemination of information, (4) involving civil servants to ensure ownership, (5) setting the right governance structure, (6) systematising evaluation and (7) follow up. 🔀 This report provide 10 recommendations to move from experimentation to systemic and permanent public deliberation in the Basque Country. These recommendations list concrete actions like: 🏛Building permanent deliberative institutions that provide citizens with a regular opportunity to participate and reinforce the synergies with representative institutions. 📄 Updating existing legislations or adopting new frameworks that enable civic lottery and remuneration. 💶 Building a narrative for public investment in deliberation to secure resources for future processes and enable economies of scale. ⚙ Creating a dedicated, interdisciplinary public service for deliberation. Recognising that recommendations vary depending on the context, this roadmap can serve as a valuable reference for policymakers in other regions and municipalities in #Spain, as well as across OECD countries. Portugal's Strong Endorsement of the European Union… Insights from Recent Study On the eve of Europe Day (May 9), Fundação Manuel dos Santos released a study assessing Portuguese opinions on the European Union, comparing them with other EU member states. Commissioned in early 2024, the study explored various aspects of public sentiment. A key question, "Does Portugal benefit from EU membership?" received a record 90% positive response. Since Portugal joined the EU (then EEC) in 1986, this question has featured in Eurobarometer surveys. Support for the euro also rose, with 70% approval in 2024. Despite fluctuating views of EU institutions since 2000, recent assessments are positive, with 52.3% approval for the European Parliament, European Commission, and European Central Bank. Portugal's average approval of 56.3% (2000-2023) surpasses the EU average of 50.7%, highlighting its pro-EU stance. Demographically, EU support is higher among women, the educated, and those aged 55+. Dissatisfaction is more common among younger, less educated, and right-wing individuals. Contentious areas include EU actions on poverty, social inequalities, and border conflicts, with less than a third satisfied. Immigration policies and climate change are significant concerns. Opinions on EU enlargement are divided, with 44.5% in favor and 38.8% against. Ukraine received 58% support for EU membership. A notable finding is that 83% support the EU's right to expel members that disrespect democratic principles, with 48.3% believing some current members violate these principles. Over 90% think fund allocation should be conditional on rule of law and democratic principles. Respondents showed uncertainty about the date of Portugal's EU accession, names of Portuguese MEPs, and the European Commission president. However, 84.5% would support Portugal's EU membership in a hypothetical referendum. Portuguese citizens exhibit strong, unwavering support for the EU and trust its institutions. Would you say the actions of the EU affect your daily life? 72% of Europeans believe that EU policies and decisions influence their daily lives, according to the latest Eurobarometer, but the answers vary between countries. Here are some key takeaways: 📈 Malta leads the chart with 88%, followed closely by Greece with 86% and Portugal at 83%, showing that there is a strong degree of engagement with EU policies across the Union, particularly in smaller countries. 📉 At the other end of the chart is Bulgaria (61%), followed by Latvia (62%) and France (64%), suggesting that there are potential gaps in how the EU's actions are perceived across the Union, particularly in larger countries and in Eastern Europe. 📊 Crucially, with all EU member states reporting above 60%, the survey shows that the majority of citizens in each EU country do feel that the Union’s action affect their daily lives. Negotiations between the European Union and Switzerland are entering the home straight! 🎉 Since March 2024, the EU and Switzerland have been renegotiating the future of their bilateral relations, which date back to 1992 when Switzerland rejected joining the European Economic Area (EEA). Since then, Switzerland and the EU have embarked on the bilateral path and concluded Bilateral Agreements I (1999) and II (2004), followed by several other cooperation agreements in various fields (e.g. Europol, Eurojust, Galileo). 🤝 What is expected from the New Package Approach? 🔹 An update of the five existing internal market agreements (free movement of persons, air transport, land transport, technical barriers to trade, and agriculture). 🔹 The conclusion of two new agreements in the fields of electricity ⚡ and food safety 🍽️. 🔹 The signing of a cooperation agreement in the field of health 🏥, as well as Switzerland’s participation in future EU programmes (research and education 📚). 🔹 A contribution (still under discussion) of Switzerland to the Cohesion Fund, which supports certain Member States to strengthen the economic, social, and territorial cohesion of the EU. 🌍 This new agreement, which could land under the Christmas tree, will not only determine the future of the EU's relations with Switzerland but could also serve as a model for negotiations with other third countries. Some thoughts on #Moldova's #EU membership prospects. A rapid #enlargement is important for geopolitical reasons, but a swift accession also runs the risk of Moldova entering the EU with 'baked-in' systemic problems, detrimental to both the EU and for Moldova's sustainable and inclusive development. Whilst official reporting highlights tangible gaps between EU laws and norms and those in Moldova, in this paper I try to shed light on less quantifiable, but important, socio-economic factors and considerations with a bearing on the county's europeanisation. A weak social contract, an economy shaped by legacies from the past, coupled with strong popular and political polarisation strongly affect Moldova's EU prospects and need to be taken into account as the country proceeds on its EU path. https://lnkd.in/dWiMSf4e
