The Ministry of Energy has issued Order No. 1530/2024, published in the Official Gazette, Part I, No. 1070, October 24, 2024(the “Order No. 1530/2024”), which introduces amendments to Order No. 1290/2024 regarding the approval of the initiation of the first auction for the State Aid Scheme in the form of Contracts for Difference for the production of electricity from onshore wind and solar photovoltaic renewable energy sources, as well as the bidding procedure rules for the first auction, published in the Official Gazette, Part I No. 904 of September 6, 2024 (the “Order No. 1290/2024”). These changes aim to refine the bidding procedures and eligibility requirements for participants. Germany aims to achieve 215 gigawatts of installed PV capacity by 2030, according to the Renewable Energy Sources Act (EEG). This target necessitates an increase in annual PV installation rates to up to 22 gigawatts in the near future. In 2023, the installed capacity reached over 14 GW, demonstrating steady progress toward this ambitious objective. Additionally, for the first time, more than half of Germany's electricity in 2023 was sourced from renewable energies, including solar and wind power. Standalone US electricity transmission projects have consistently lagged behind onshore wind and solar in project finance deal flow over the past five years, according to Proximo’s data. Despite recent notable projects that combine wind and transmission elements, the standalone transmission sector’s growth has been comparatively modest, highlighting the financing gap in infrastructure essential to support renewable energy distribution. A few exceptional transmission projects have boosted deal volumes in select years, yet hurdles remain, largely tied to complex, multi-state permitting processes. Brazil relied on renewable energy sources for 93.1% of its electricity in 2023, with solar energy accounting for 16.5% of the total, or 37.2 GW, behind hydropower. Of that, 30% came from centralized solar energy and 70% from decentralized solar energy. With an anticipated increase of 5.98 GW, distributed solar installations are predicted to stay at the forefront of the industry in 2024, according to the Brazilian Solar Photovoltaic Association (ABSOLAR). It is projected that 3.4 GW more will come from centralized installations, bringing the total new installed capacity to 9.38 GW—a little less than the 10.8 GW added in 2023. Considerable prospects for starting new enterprises, attracting investments, creating jobs, and modernizing Brazil's energy mix are presented by this expansion. 🌍 Press Release: Urgent Request for Fair Access to Contracts for Difference (CfD) Mechanism The renewable energy associations RPIA - Romanian Photovoltaic Industry Association and RWEA - Romanian Wind Energy Association have issued a new press release urgently requesting that the authorities ensure fair access for the photovoltaic and wind industry to the Contracts for Difference (CfD) mechanism. 🔓 Representing producers, developers, service providers, and equipment suppliers in the renewable energy sector, with a total installed power of over 5.5 GW, the two associations are calling for immediate action. Recent statements about the intention to alter the fair allocation originally proposed for the first auction under the CfD mechanism (1 GW solar, 1 GW wind) based on erroneous assumptions—specifically, the existence of projects financed from both the PNRR and the Modernization Fund—only reinforce these incorrect assumptions and compromise one of our few chances as a country to meet our European commitments. Moreover, such a late change, shortly before the launch, jeopardizes the viability and success of the entire scheme. 🚫⚖️ The RES associations stress the critical need for authorities to maintain a fair and balanced allocation to guarantee the success of renewable energy initiatives and to achieve national and European energy targets.

The second phase of the Small-Scale Renewable Electricity Support Scheme (SRESS) has been launched by Minister Ryan. Small and medium-sized businesses (SMEs) and Renewable Energy Communities would benefit greatly from this phase of the electricity support scheme, which will set fixed prices for solar and wind installations ranging in size from 50kW to 6MW. It is an addition to the RESS's (Renewable Electricity Support Scheme) microgeneration support for smaller projects and competitive auctions for larger projects. The Federal Reserve’s 0.5% interest rate cut is expected to benefit renewable energy projects, which have struggled with high borrowing costs. Experts believe that the cut will boost capital-intensive technologies like offshore wind, hydrogen, and solar storage, as they are sensitive to financing costs. The change has lowered the Federal Reserve’s benchmark interest rate to 4.75%-5%.
