🌏Korea Elected as the Inaugural Chair of the Indian-Pacific Economic Framework Crisis Response Network The Ministry of Trade, Industry, and Energy announced that the three implementation bodies of the Indian-Pacific Economic Framework (IPEF) Supply Chain Agreement have officially launched. Korea has been elected as the inaugural chair of the Crisis Response Network, which plays a key role during crises. The Crisis Response Network, introduced by IPEF, is the world's first supply chain crisis response platform. It convenes emergency meetings within 15 days upon any member's request to discuss support measures like alternative supply sources and expedited customs clearance. Meetings can escalate to ministerial or head-of-state level. The network also develops response strategies, conducts regular drills, and evaluates existing policies to strengthen member capacities. On July 24, Korea was unanimously elected as the chair of the Crisis Response Network (CRN) by all 14 member countries. Turkish arms exports increased by 106% between 2019-2023 compared to 2014-2018. · GCC countries, particularly Saudi Arabia, are interested in Turkey's experience in developing their own domestic arms industries as they seek to develop their own domestic arms industries. · Turkish arms manufacturers are well-positioned in GCC states due to their cost-effectiveness, willingness to transfer technology, and lack of political restrictions compared to Western suppliers. · Western arms manufacturers are losing ground in the Middle East due to political considerations and human rights concerns, though there are signs this stance may be softening in response to growing Russian and Chinese influence in the region.

The INSTC and the TITR (Middle Corridor) and India. Recently, Russia sent two trains filled with Kuzbass coal to India via the eastern part of the International North South Transport Corridor (INSTC). The trains, starting from Keremovo region, traversed the eastern part of the INSTC involving Kazakhstan and Turkmenistan to the Iranian port of Bandar Abbas from where it will be shipped to Mumbai. This action highlights Moscow's resolve, as well as those of Tehran and New Delhi, in operationalizing the 7200 km multimodal transportation corridor which was envisioned in the Inter- Governmental Agreement signed between the three countries on 12th September, 2000. Interestingly, the above event happened a fortnight after the travel of US Trade Representative Katherine Tai to Kazakhstan and Uzbekistan on 11 & 12 June, 2024. The Joint Declaration with Kazakhstan mentions Washington's commitment to strengthen support and regional connectivity of the Trans- Caspian Transportation Route (TITR) also known as the Middle Corridor. Like the INSTC, the Middle Corridor is a multi-modal transit route spanning Central Asia, the Caspian Sea and the South Caucasus. It has been designed to provide an alternative and shorter route for the transport of goods and the conveyance of trade from China and Southeast Asia to Europe in opposition to the Northern Corridor involving Russia. The major rationale behind the TITR is the ability to bypass the 'pariah states' of Iran and Russia which are currently at loggerheads with the US led West. Conversely, for Russia and Iran, the activation of the INSTC holds much importance in the face of crippling sanctions imposed by the West. Interestingly, China has exhibited interest in the Middle Corridor, even aiming to link it up with the Belt and Road Initiative (BRI), however, without much success. Despite this, Beijing has shown much interest in and support for the TITR as it is the shortest route linking China to Europe as compared to the traditional Northern Corridor. The interest of both US and China, the current 'Cold War 2.0' rivals in the same project highlight the complexities of international political calculations which defy the generalization of the latter into black and white perspectives. The three countries should surcharge their efforts at jumpstarting the INSTC. The Indo- Iranian agreement on Chabahar in May 2024 should be picked up by all the sides to boost their efforts to extend the benefits of the route to Afghanistan and Central Asia and even Southeast Asia via India. For India, the INSTC holds immense importance in its competition with China vis-a vis the BRI and Southeast Asia. New Delhi must also promote the benefits of the INSTC vis a vis TITR for those Southeast Asian countries which are currently at loggerheads with Beijing. During the summit between PM Modi and Putin on July, India should emphasize on doubling down on efforts to make the INSTC operational as a hub of Eurasian connectivity.

A new step in the partnership between #thephilippines, the #europeanunion #eup2p Export Control Programme for Dual-Use Goods in Southeast Asia (#SEA) – EU Chemical, Biological, Radiological and Nuclear (#cbrn) Risk Mitigation Centres of Excellence initiative (#coe) and their international partners in Manila, 29-30 May 2024! The #eup2p and the Australian Border Force (ABF), jointly with the Philippine DTI - Strategic Trade Management Office (STMO), organized a 2-day dialogue on “Audits in Strategic Trade Controls”. 20 participants from the Strategic Trade Management Office, the Philippine Bureau of Customs (BOC) and Philippine Economic Zone Authority (PEZA) took part to this training animated and supported by EU P2P and ABF experts who shared best practices and their own practical experience in these areas. Through presentations and discussions, the participants became familiar with various international models of audit processes. They exchanged and compared various practices and techniques with which the authorities operate for the implementation of #dualuse trade post-clearance activities and thus maintain a comprehensive national management system. A three-day workshop for the Government of Thailand on “Strategic Trade Industry Mapping” was held 16-17 July 2024 in Bangkok, in cooperation with the #europeanunion Export Control Programme for Dual-Use Goods #EUP2P in Southeast Asia - EU Chemical, Biological, Radiological and Nuclear (#cbrn) Risk Mitigation Centres of Excellence initiative (#coe), U.S. Department of State EXBS – U.S. Department of Energy (DOE) International Nonproliferation Export Control Program, Japan's Ministry of Economy, Trade and Industry and Center For Information On Security Trade Control (CISTEC). This intensive and collaborative effort brought together 14 dedicated participants from Thailand's Department of Foreign Trade, Office of Atoms for Peace, and Customs Department to enhance their expertise in managing dual-use goods and technologies and guidance on data analysis using, notably, the BACI, the UN Comtrade, and the Strategic Trade Atlas tools. Together, they made significant progress in advancing Thailand's ability to create an industry map, comprehend crucial sectors active in the international trade of #dualuse goods and technologies, and pinpoint key companies for engagement. These advancements are crucial for strong strategic trade regulations and a secure future. Documents obtained by B4Ukraine member Global Witness and seen by the FT also show that in December last year, SLB’s Russian business signed a contract with the Russian oil & gas institute Vnigni, which commits the firm to help it build models of oil & gas deposits that can be used to develop projects. Last year, Senator Robert Menendez, the head of the U.S. Senate Foreign Relations Committee, called SLB in for questioning citing the AP report that the firm helped keep Russian oil flowing even as sanctions targeted the Russian war effort. Following the latest revelations, the United States Senate Committee on Foreign Relations must seek fresh answers from SLB CEO Olivier Le Peuch. “Policymakers need to decide — are they serious about supporting Ukraine or not?” said Lela S., a senior investigator for Global Witness. “Western energy firms are still free to help Russia produce oil and to help fund the war. That’s a profound failure.” It is outrageous that a US company is helping to sustain Russia’s oil and gas sector while Russia commits war crimes and crimes against humanity in Ukraine. We call on SLB to make a responsible and swift exit from the aggressor state.
New findings from the Financial Times' Jamie Smyth, Anastasiia Stognei and Chris Cook, reveal that the world’s biggest oilfield services company SLB expands in Russia as rivals exit. The technology and expertise SLB provides to Russia play a critical role in enabling operators to develop oil & gas projects at lower cost and with less risk. After being exposed by The Associated Press report based on B4Ukraine data, SLB made a public commitment in July 2023 to halt “shipments of products and technology into Russia” from its global facilities. New Russian customs filings obtained by the FT show that after SLB imposed the ban, imports slowed to a stop by September. However, the company continued to import materials from other sources, including equipment that was declared as originally manufactured by SLB or its subsidiaries.
