We cannot wait for markets to spontaneously appear. We cannot wait for developers, designers, and contractors to spontaneously make greener decisions. We *must* reduce building emissions -- responsible for roughly half of all global emissions -- today. And policy is the best way to accelerate the market and better decisions toward a greener future.
Huge kudos to James Arthur Jemison, Devin Quirk, Oliver Sellers-Garcia, Travis Anderson, Astrid Walker-Stewart, Hannah Payne, Aimee Chambers-McKay, AICP and all the contributors to the Boston's Net Zero Carbon zoning policy on doing the research, engagement, and action to be carbon leaders (https://shorturl.at/mRVp7). They've shown how it can be done at scale...today...without further adding to the city's portfolio of buildings that need further investment to meet BERDO.
It's a pity that the Boston Zoning Commission narrowly voted to kick the can on this leadership. They instead chose to burden projects with higher costs of retrofitting rather than push buildings make net zero decisions during early design when it is *far* more affordable to implement. And burden tenants and building owners with gas bills set to double in the next ten years, surpassing electricity within the next 6 years (https://shorturl.at/NZ8Ss). Despite the best efforts and support of their peers -- whether city personnel, developers, design professionals, or citizens -- the Zoning Commission's minority missed this leadership opportunity.
The effects of climate change are here. Those effects are felt by the most marginalized communities both globally and locally. The values verbalized by the commissioners in minority could have been enacted by passing the NZC policy, and I believe the day will come when that realization will cause the decision to be reversed. It hurts to see the NZC policy rejected now, but I believe it will be passed, even if it wasn't yesterday. It will be passed because it *must* be passed.
