🌟 Exciting News For Florida's Nursing Homes! 🌟 Great news for Florida's nursing home operators! Governor Ron DeSantis has signed the Focus on Florida’s Future Budget for FY 2024-2025, delivering a significant 8% increase in Medicaid funding totaling $247.8 million. This boost equates to approximately $470,000 per facility across the state, aimed at addressing the rising demand for caregivers and supporting our senior residents. With 706 nursing homes currently in Florida operating at an average occupancy of 86.7%, this funding increase marks a pivotal step forward in ensuring quality care for our growing senior population. The Florida Health Care Association (FHCA) has praised Governor DeSantis for his commitment to seniors and caregivers, emphasizing the impact this investment will have on enhancing workforce development and professional growth opportunities. Looking ahead, Florida anticipates adding 250,000 new residents annually through 2030, with a significant portion being seniors aged 60 and older. To meet this growing demand, the sector aims to fill 235,000 job openings in direct care by 2030, underscoring the importance of ongoing support and strategic investment. Nursing Facility national mandatory staffing rule has been finalized and will require facilities to provide, at a minimum, 3.48 hours of care per patient/resident day (ppd), with at least 0.55 hours ppd to be provided by registered nurses. FNs will have to provide RN staffing 24/7 - a significant challenge in many communities and especially in rural areas. The rule is expected to be implemented in phases, with temporary exemptions available to facilities demonstrating a good faith effort to hire staff. The rule is considered by many to be controversial - while intending to improve quality of care, it may result in additional cost of compliance for some facilities. Nursing homes are often portrayed as an unfortunate alternative to community-based care, but it is critical to acknowledge that the 1.3 million people living in nursing homes remain integral members of our communities and deserve access to the same services and respect. Policies framing nursing home care as a failure undermine both the quality of life for residents and the importance of residential care for many older adults and their families. The integration of nursing homes into age-friendly community policies is not only necessary but imperative to eliminate harmful stigma and ensure comprehensive care for all. I encourage policymakers to: 💫 Update language to recognize nursing homes as essential parts of the community. 💫 Incorporate recommendations to better integrate nursing homes into age-friendly policies. 💫 Refer to "The National Imperative to Improve Nursing Home Quality" (NASEM 2022) for nursing home-focused policy guidance. 💫 Consider collaborating with organizations like the Moving Forward Coalition to strengthen partnerships and address these gaps. In May, Administration for Community Living released a draft of “Aging in the United States: A Strategic Framework for a National Plan on Aging.” The report, developed by an interagency committee, includes a set of recommendations for advancing healthy aging and age friendly communities nationally. The Moving Forward Coalition supports this vital national effort. However, we are disappointed that nursing home residents, staff, and care partners are not a meaningful part of the report or its recommendations. We write: “Of the report’s ten references to “nursing homes” or “nursing facilities,” five position nursing homes as an unfortunate outcome of inadequate home and community-based services (HCBS). While we support all efforts to promote HCBS (given the preference of many older adults to receive care at home), it is nevertheless important to recognize that the 1.3 million people who live in nursing homes are still members of their communities and should have access to the community services older adults receive.” Policies that suggest living in a nursing home is a failure threaten the ability of nursing homes to ensure residents have a high quality of living. They also promote harmful stigma around the residential care that many older adults and their families may need. We encourage ACL and their interagency colleagues to: 💫 update language to include nursing homes in the communities they serve; 💫add recommendations to better integrate nursing homes into age friendly communities; 💫look to "The National Imperative to Improve Nursing Home Quality" (NASEM 2022) as a source of nursing home-focused policy recommendations; 💫consider the Moving Forward Coalition and its participants as potential partners.
