Countries can publish these road maps, white papers and reports until the cows come home, it doesn’t change the fact that the current approach of governments and (mostly small) companies are wholly inadequate to address the wild swings of controlled supply and prices, as complete western supply chains are not underwritten and still depend upon authoritarian countries at some level of intermediate processing in the value chain towards final products. The metals/minerals are critical because of those controls and market failures and none of these reports (which has been published ad nauseum to appear that someone is doing something… but nothing truly meaningful) and change the way we do things to truly ensure a steady, reliable, price-resilient, transparent and green supply chains. The approach is piecemeal, fragmented and many of the small companies involved cannot survive on their own and are dependent on grant harvesting of government handouts which are never sufficient to ensure long term stability and provide long term safety nets until such time that complete parallel supply chains are fully in place and stable irrespective of price manipulation, and artificial supply and market controls.
