It is with great sadness that we learned four engineers from the Coastal Municipalities Water Utility, which is the water utility in Gaza and our prospective partner in a project on asset management, lost their lives while attempting to repair the heavily damaged yet vital water network. We condemn this attack in the strongest terms, as attacks on civilian infrastructure and those who maintain it are clear violations of international humanitarian law. This tragedy shows how water infrastructure continues to be used by Israel as a weapon of war in Gaza, with similar distressing cases documented in the West Bank. We reiterate our call for an immediate and permanent ceasefire, unhindered humanitarian support for Palestinians, and a longer-term political solution that does justice to the right to full self-determination for both the Palestinians and Israelis, including full control over available water resources and water service provision. The vital sectors in Yemen have been crippled as a result of shortages in supplies and necessary equipment, the interruption of employee salaries, and the parties' perpetration of numerous violations and obstructive behaviors. Outrage in Gaza: Israel Weaponizing Water as Supply Plummets by 94%, Causing Deadly Health Crisis – Oxfam Report A disturbing new report from Oxfam has exposed the harsh reality faced by Palestinian people in Gaza, as the Government of Israel weaponizes water in blatant disregard of human rights and international humanitarian law. The "Water War Crimes" report documents Israeli cuts to water, denial of entry of repair equipment, and damage to water systems: 🚰 People in Gaza now have access to only 4.74 liters of water per person per day - a 94% reduction from pre-war levels and well below the minimum 15 liters needed for basic survival. 🚱 5 critical water/sanitation sites have been destroyed or damaged every 3 days since the start of the conflict. 💧 Water production has plummeted by 84% due to widespread infrastructure destruction and severe restrictions on the import of fuel and spare parts. This deliberate undermining of access to clean water is causing a devastating health catastrophe, with over a quarter of Gaza's population falling severely ill from preventable waterborne diseases. In April, the Geneva Water Hub, a Centre of Competence on Water for Peace interpreted the water situation within IHL, noting that the impact people suffer and we witness today was entirely foreseeable, and, indeed, foreseen. An excellent report by Oxfam documenting the weaponisation of water in Gaza. The systematic destruction and obstruction of Gaza’s water and sanitation infrastructure has led to severe water shortages, widespread, and health crises. Since the Israeli offensive began following 7 October 2023, people in Gaza have had an average of 4.7 liters of water per person per day. Water supplied via the three Israeli Mekorot lines have been providing water to Gaza at only 22% of total supply capacity; from October 2023 to May 2024, the lines supplying Khan Younis and Gaza City were completely cut for 81% and 95% of the time, respectively.

We are witnessing an appalling rise in attacks on humanitarian workers and civilians across conflict zones - like DRC, Gaza, Myanmar, Sudan, Syria, Ukraine, and Yemen, to name just a few. We cannot allow this dangerous new normal to take hold, where those dedicated to saving lives are being targeted and innocent civilians are increasingly caught in the crossfire. This demands our strongest condemnation and - let me emphasize - unyielding resistance. One issue that I am particularly alarmed by is the escalating attacks on health workers and facilities. Despite the Security Council adopting a resolution in 2016 to protect them, Member States have largely failed to enforce it. On #WorldHumanitarianDay, I urge all Member States to confront the devastating consequences of inaction. It is imperative that meaningful steps are taken to uphold the laws designed to protect humanity and end the impunity for violations of International Humanitarian and Human Rights Law. Protecting those on the front lines and the civilians caught in conflict is an absolute necessity that requires immediate and decisive action. #ActForHumanity
