We were delighted to be involved in the 11th Latin America Spectrum Management Conference in Merida last week, where Aetha's Razvan Todoran moderating the session on the long-term future of the upper 6GHz band in the region. Here are some key takeaways from the conference: - High fees are impacting the business case for spectrum: In several LatAm countries, high spectrum fees are deterring MNOs from acquiring licences. In Mexico, where the spectrum fees are voted by Congress, Telefonica returned all of its spectrum, and AT&T gave up part of its spectrum due to excessive annual fees. Innovative auction models have been tried elsewhere to boost interest in spectrum auctions, such as in Brazil, where the bids could be converted into voluntary investment obligations. - The right choice for the upper-6GHz is still uncertain: There is still no consensus on how to allocate the upper-6GHz band, with some countries keeping their options open for both unlicensed and licensed regimes. Spectrum sharing and dynamic spectrum allocation might be the way forward; however, regulators need to be very careful about degrading spectrum usability, such as by reducing MNO transmit power. - The potential of D2D: Non-Terrestrial Networks (NTNs), and in particular Direct-to-Device (D2D), have an immense potential to expand connectivity in underserved areas, acting as a partner to the MNOs. However, key questions remain around D2D, such as what spectrum should be used (MSS and/or IMT), what services should be prioritised (SMS, voice, data), and how collaboration and coordination between neighbouring countries should be done.
