Timing is everything - Welcomed the opportunity to give a voice for the private sector on the day of the English Devolution White Paper publication. Any new model for devolution must ensure we unlock the potential of public/private partnerships, that deliver sustainable development and economic growth. Scale is one factor and the future of Pan-Regional Partnerships play, is a critical function in the transition to any new ‘devo’ model. Many remember the closures of the Regional Development Agencies (RDAs), which formed in my view the last functional strategic partnerships at scale, that enabled legacy growth and achieved equal status in public/private partnerships. Todays Devo publication and close of the consultation for Pan-Regional Partnerships, suggests a need to ensure we have a proactive transition, supported by the current Pan-Regional structures to avoid the strategic gaps last seen post RDAs. The value of the private sector needs to be in balance with the public sector, which needs to move to a new role as an ‘enabler of sustainable growth’. Interesting to see how this can be achieved as we review the Devo paper, the NPPF and look forward to the Industrial Strategy in 2025. Speaking at a business breakfast at the British residence in Rome, Starmer highlighted the UK’s openness to trade and investment, particularly with fellow G7 economies like Italy. The UK must push through a package of reforms or risk losing its status as a top destination for financial services investment, the City of London Corporation has warned. In a new survey of foreign direct investment levels into financial and professional services, the City of London Corporation said the UK had attracted over £1bn of foreign direct investment through 2023, placing it at the top of the pile for Europe. Some 222 projects in the financial and professional services sector received backing from overseas investors last year with nearly 7,000 jobs created, the research found. The figures count investment in areas like international expansion and new office space, rather than deals activity. However, the overall investment level marks a sharp slide from the previous year’s near-£2bn and places the UK below a list of international competitors, including Singapore and the US. Opportunity London, a partnership between the City of London, London Councils, the Mayor of London, and a consortium of industry partners, is committed to attracting the next £100bn of capital investment into London's low-carbon real estate, energy, and infrastructure. Could this be the new home for a Nuclear AMRC committed to building UK supply chain capabilities in the design and manufacture of components for next generation nuclear energy from small modular reactors? Without these UK capabilities it’s all but inevitable that the economic benefits of SMRs will migrate overseas: as it did with the first wave of offshore wind. Geraint Jewell and The University of Sheffield recognise how much the nuclear industry values this work — even though it no longer fits with the university’s own core mission. For this reason Koen Lamberts and his senior team should be doing all they can to ensure a smooth transition for the Nuclear AMRC. By advancing the interests of the UK economy, the drive for growth, the transition to net zero and the welfare of up 100 of its R&d staff, the university would be living up to its mission to tackle the “grand challlenges” the world faces on climate change and its recent declaration to be a university of “economic growth.” The university and South Yorkshire Mayoral Combined Authority must be aware of the behind-the-scenes efforts to save the Nuclear AMRC. If neither want it on their patch, they should see the bigger picture and do all they can to ensure the knowledge and know how is not lost to the nation.
