You know that thing your mum told you about not going food shopping when you're hungry because you're bound to make poor decisions that are not based on the nutritional content of the food but on temporary cravings that will leave you gagging for more later? Hiring's kind of like that aswell. So sometimes the best time to think about hiring is when you're not actually hiring. That way you can plan properly, clarify your requirements, think about how you hire, how much you should be paying, who's going to interview, how we don't repeat the same mistakes next time etc. The best time to do this is when you're not under pressure to get hiring done.

You should state three to four significant reasons why you are qualified for the position and list the skills that make you stand apart. Your exceptional qualities and strengths. Make a point of emphasizing your most exceptional qualities and strengths relevant to the position. Your achievements and accomplishments. You can talk about your accomplishments at your previous organizations and how you can achieve similar results for them. Give specific examples of how you would benefit the company.
