Just about every month, I hear someone claim that increased housing costs through costly energy code mandates will increase housing affordability. That's not how it works. Increasing housing costs raise barriers to housing access by pricing people out of the market. Despite entrenched beliefs to the contrary, mortgages do not consider the energy efficiency of the home when calculating purchasing power. We have created an incredibly complex (and at this point, very necessary) ecosystem around housing affordability on the demand side, when the majority of our affordability issues would be -or more precisely, could have been- solved by cities and jurisdictions 1) allowing and 2) encouraging, housing supply. Some 187,000 additional affordable homes are needed in England each year, yet affordable housebuilding seems to have peaked, according to latest research. There is an annual affordable housing shortfall of 128,000 homes at present and this seems set to grow as mounting pressures on housing providers start to bite.
