Deliverable D2.9 has been created by The Kelso Institute Europe and the Utrecht University, focusing on 𝗔𝘂𝘀𝘁𝗿𝗶𝗮, 𝗜𝘁𝗮𝗹𝘆, 𝗣𝗼𝗿𝘁𝘂𝗴𝗮𝗹, and 𝗡𝗼𝗿𝘄𝗮𝘆 and offering an overview ... ➡️ (i) of rules and regulations governing the wind energy sector (incl. information on setback distances, suitability zones, and exclusion zones); ➡️ (ii) of governance models that affect acceptance towards wind energy installations (incl. renewable energy communities and cooperatives); and ➡️ (iii) of European financing sources (e.g. the #JustTransitionFund) to steer the renewable energy transition onshore and offshore. Special thanks go to my team at The Kelso Institute Europe, Sarah Lonscher, and Jasper Lüke! Further, it was and is a pleasure to collaborate with Luis Ramirez Camargo and Chen Hsing-Hsuan who, in chapter six of the report, ➡️ (iv) created a model that estimates jobs created per year and installed capacity (job-years/MW). Recently, together with Norwegian Energy Partners (NORWEP), we hosted the quarterly #meeting of the 𝗚𝗲𝗿𝗺𝗮𝗻-𝗡𝗼𝗿𝘄𝗲𝗴𝗶𝗮𝗻 𝗪𝗼𝗿𝗸𝗶𝗻𝗴 𝗚𝗿𝗼𝘂𝗽 𝗳𝗼𝗿 𝗢𝗳𝗳𝘀𝗵𝗼𝗿𝗲 𝗪𝗶𝗻𝗱! 💨 During the updates on the Norwegian market by Marita Tennebø, Industrial Policy Adviser (Renewables Norway), and the German #offshorewind markets by Cornelius Drücker (NORWEP), recent developments were discussed: Norway announced the schedule and the qualified consortia for the 𝗦ø𝗿𝗹𝗶𝗴𝗲 𝗡𝗼𝗿𝗱𝘀𝗷ø 𝗜𝗜 𝗮𝘂𝗰𝘁𝗶𝗼𝗻. Germany progresses with annual auctions, adapting to offshore grid connection planning delays. Janina Habethal from TenneT and Dr. Jan Teuwsen from Amprion GmbH presented TSO perspectives on the build-out of the transmission systems and offshore wind in the European context: “A ten-year time span is actually short for a TSO, which needs to overcome permitting challenges and ramp up a supply chain. Close cooperation between TSOs, industry, and politics is the key to driving the fast expansion of offshore wind.”, explained Janina. Jan pointed out the advantages of national and international interconnection, e.g., additional transport capacity, positive price effects, better asset utilization, and resilience in case of faults. The importance of international cooperation in energy generation and transmission can be seen in Tennet and Amprion’s daily efforts.   The working group will meet again, this time in person, in Berlin on the 6th of June. GE Vernova Signs Repower Agreement in #Italy. GE Vernova. has announced that it has been selected by Ivpc Group to repower five #windturbines at its Montefalcone #windfarm in Italy. Repowering involves replacing older units with new, higher capacity turbines or retrofitting them with more efficient components – in both cases, significantly increasing wind farm production while extending the wind farm life. As part of this repowering project, GE Vernova will provide five units of its workhorse 6.1 MW–158 m #onshorewindturbine. The deal, which was booked in #2024, includes a service agreement where Ivpc Group will lead the performance of maintenance work with engineering support from GE Vernova. On May 21st the EI YPN Aberdeen hosted the Politics event ‘Can Politics and Energy Work Together?’ This event explored the intersection between politics and energy as we geared up for the general election that took place on 4th July. Throughout the event, the speakers engaged with the audience to discuss the crucial topics of decarbonisation, windfall tax, renewable energy incentives, and public consultations. Attached, you will find the survey results, discussion summaries, and responses to Slido questions addressed by the speakers post-event. We are thrilled to announce the next steps, which include the preparation of a white paper on the importance of collaboration between policymakers and the energy industry. This document will serve as a roadmap for cooperation on key issues impacting our careers in energy as we transition towards a net-zero future. There's some interesting research into misinformation & public views around #wind energy projects that has just been published by a team of University of Queensland and German academics. It was based on research about the views of 6,000 people in the USA, UK and Australia. The key finding was agreement with "contrarian claims" is widespread and is a concern for progressing wind energy as part of the energy transition. Suggested approaches by the authors to counter this include: - Correcting misinformation (e.g. by myth busting campaigns); - Focus broadly rather than limit to addressing single contrarian claims - Acknowledging & relating to the underlying world views hold by stakeholders in engagement strategies. It wasn't mentioned by the authors but given that some of the strongest agreement with contrarian claims was related to concerns about government & industry relationships and that government could be withholding information from the public, I'd suggest that the findings perhaps also indicate the need for more emphasis on proving the public interest case for wind energy projects, along with increased transparency in government & regulatory decision-making information. The University of Cambridge Energy Policy Research Group Spring Seminar, held last Friday in partnership with Compass Lexecon, was as thought-provoking as ever, and I enjoyed listening to the variety of views and insights from all the speakers. My presentation on the vision for developing a North Sea transmission grid, integrating offshore wind development with interconnectors, argued that: 👉 Piecemeal line-by-line approach is unlikely to work for connecting countries and offshore bidding zones via multi-purpose (hybrid) interconnectors, and most certainly not for a fully meshed grid, due to highly uneven distribution of costs and benefits. 👉 Lack of coordination among stakeholders would tend to lead to protracted negotiations regarding who the expected "winners and losers" are on individual projects. Many socially beneficial investments would fail to proceed. 👉 The solution lies in stakeholders (TSOs, regulators, wind and transmission developers) recognising the common interest in developing the North Sea grid, and having a mature discussion to identify, agree and implement a common approach for sharing the benefits of multi-purpose (hybrid) interconnectors in line with the costs.

I am running for the new WindEurope board! Wind energy is a strategically important pillar in Europe's energy security. The good news: wind farm installations are increasing again. The bad news: the supply chain behind this and our European industries are in danger. We need cost competitiveness within the global market environments if we want to secure a stable and healthy wind industry in Europe. That is the reason why I am running as candidate for the new WindEurope board. As the European Wind Energy association WindEurope is voice of the European wind industry. The new Board will be elected on 26 June. Now is the time to speak out loud. Norwegian Attitudes Towards Offshore Wind 🌬️ A recent study by the Bergen Offshore Wind Centre reveals significant shifts in public opinion on offshore wind energy. While support remains high, with 68% of Norwegians still in favour, this marks a notable decline from previous years. The data, collected over nearly a decade, highlights the importance of understanding and addressing public concerns to ensure the successful development of offshore wind projects. Key findings: 👉 Support for offshore wind has decreased from 81% in 2014 to 68% in 2023. 👉 Higher education levels and urban residency, particularly in Oslo, correlate with more positive attitudes towards offshore wind. 👉 Continuous monitoring of public opinion is crucial to navigate the complexities of energy policy and development.
