Here is a bit of a history lesson on how ineffectual the Conference of Parties (COP) meetings have been, if their aim was to lower global carbon dioxide (CO2) emmisions. CO2 emissions have increased significantly since the first COP meeting, which was the Kyoto Protocol in 1997: 
 * Kyoto Protocol
The Kyoto Protocol was the first international treaty to address climate change. It set a target for developed nations to reduce their emissions by 5.2% relative to 1990 levels by 2008–2012. However since then, global CO₂ emissions have increased by more than 60 percent.
