The Irish Coast Guard conducted a maritime response exercise named ‘Exercise Fresnel’ at Valentia Island, Co. Kerry. This exercise focused on the co-ordination of the relevant authorities for a major maritime ship casualty and pollution incident and tested major incident plans within the context of the National Maritime Oil and HNS Spill Contingency Plan and Major Emergency Management framework. Thank you to all stakeholders who took part in what was a very successful exercise.

Unlike the United States, Canada does not require pre-arranged plans for emergency response or marine salvage. A Philippine cargo ship has been missing for over a week, causing alarm across the region and raising significant concerns for the safety of its crew and cargo. The vessel, which was on a standard route across Philippine waters, suddenly lost all contact with its control center, prompting an extensive search led by the Philippine Coast Guard, with support from nearby maritime agencies. Adverse weather conditions and the rough seas common to this area make rescue efforts complex, further complicating the already challenging task of locating the missing ship. Families of the crew are anxiously awaiting updates, clinging to hope as authorities focus search efforts on high-risk waters known for strong currents and unpredictable conditions. Maritime safety advocates are now calling for better tracking and emergency communication systems on Philippine cargo ships, stressing the need to protect lives and prevent similar disappearances in the future. The on-board fire on the container ship ZIM Kingston in 2021 emphasized the need for Canada to be prepared for marine emergencies. In this occurrence, the ZIM Kingston (M21P0297) had a pre-existing marine salvage and response contract in place in the event of a marine emergency in order to meet United States legislative requirements for vessels transiting U.S. waters. This combined with two foreign-flagged vessels with firefighting capabilities that happened to be in the vicinity at the time, greatly improved the response to the loss of containers and subsequent fire. However, vessels are NOT required to have these arrangements under current Canadian regulations. While Transport Canada - Transports Canada is developing regulations to require emergency response arrangements, these regulations are not projected to be in place until 2028. Until then, more urgent and effective action is needed to address the risks associated with marine emergencies in Canadian waters.
