Great to have attended the Public Sector Connect Government Property Strategy event in Manchester last week. I wanted to share some key takeaways… Mark Chivers, the Government’s Chief Property Officer, provided a valuable overview of the strategic vision for Government Property, focusing on three key pillars: #People, #Place, and #Productivity. The overarching aim is to leverage government property as a transformative tool, driving positive change, supporting public services, and contributing to economic, environmental, and social prosperity. The first pillar, #People, highlights the importance of equipping the government’s property professionals with the necessary skills, tools, and capabilities to meet evolving government priorities. In the area of #Place, Mark emphasised how Government Property plays a crucial role in fostering prosperous communities and driving local economic growth. He underscored that government property is more than just an asset, it's a strategic driver for regional development. On #Productivity, Mark stressed the importance of creating a more efficient, productive, and sustainable public estate. A key focus here is strategic asset management, with particular attention to FM and the physical condition of properties. Sustainability remains a core commitment, with ongoing innovation in the green agenda. The overarching message was clear: the government is committed to using its property portfolio as a catalyst for positive change. Rather than maintaining the status quo, the Government Property team is focused on managing public assets in ways that deliver economic, environmental, and social benefits. Mark emphasised that public assets must be utilised to their fullest potential, serving both the public sector and the wider community. As experts in facilities management, compliance, and asset management for government departments and critical UK infrastructure, with a strong focus on place and long-term social impact, it was encouraging to see a clear alignment between the Government Property team’s vision and our own delivery model at Kier Places. If you missed the Government Property Strategy Conference 2024 last week, these are the key take aways from our delegates Emma Keyse, Alex Stork and Jo Quinn. 𝗥𝗲𝘁𝗵𝗶𝗻𝗸𝗶𝗻𝗴 𝗜𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻: Prof. Mariana Mazzucato, Founding Director of the UCL Institute for Innovation and Public Purpose (IIPP), challenged conventional views on the roles of the state and private sector in fostering innovation. She advocated for 'mission-oriented' market-shaping policies that unite cross-functional stakeholders to tackle large scale challenges. 𝗧𝗵𝗲 𝗦𝗰𝗮𝗹𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗧𝗮𝘀𝗸: Mark Chivers, Government Chief Property Officer - Director General, highlighted the enormity of managing the central government estate, which spans approximately 160 million m² across 140k buildings, with annual running costs over £22 billion. He emphasised the significant impact of small efficiencies implemented at scale and called for greater collaboration among public sector bodies to align estate needs with public service delivery strategies. 𝗣𝗿𝗼𝗽𝗲𝗿𝘁𝘆 𝗮𝘀 𝗮 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗗𝗿𝗶𝘃𝗲𝗿: Georgia Gould, MP and Parliamentary Secretary at the Cabinet Office, underscored the central government's recognition of property as a catalyst for community change—creating jobs, supporting the path to net zero, and providing secure housing. Gould emphasised the need for public bodies to collaborate on creating hubs with accessible amenities and repurposing surplus property for housing. Reflecting on the recent Grenfell Report, she reminded delegates of the importance of safety and listening to building users and residents, highlighting that buildings anchor communities. 𝗕𝗿𝗲𝗮𝗸𝗶𝗻𝗴 𝗗𝗼𝘄𝗻 𝗕𝗮𝗿𝗿𝗶𝗲𝗿𝘀 𝘁𝗼 𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻: Panellists agreed that trust-building is essential for collaboration between public and private sectors. The private sector often struggles to understand the constraints faced by public bodies, while public entities face frustration over perceived unfair risk allocations. Longer-term contracts and clearly defined missions—such as social value objectives—were identified as key to fostering a ‘one-team’ approach and achieving true collaboration. The Government Property Strategy Conference 2024, organised by Public Sector Connect brought together over 300 property professionals from across the government and public sector to showcase best practices, exchange ideas, and debate the future of the property industry.
