“Since Israel's occupation of the Palestinian territory in 1967, it has systematically targeted Palestinians, including children. They blatantly violated the rights of the Palestinian children in violation of the Convention on the Rights of Children (CRC), which they have ratified. It has violated the Convention through several measures, laws, practices and daily violations of the Palestinian child's right to a decent life. The patterns of these violations are multiple and have had an adverse impact on the rights, life and well-being of the Palestinian children. Below are some of the violations and practices committed by Israeli Occupying Forces (IOF) against Palestinian children in the West Bank and Gaza Strip during 2014.” Read below for more information from the United Nations Human Rights Council.

In this latest Peace Insight article, Sawssan Abou-Zahr asks: 'are human rights really universal?' At the Universal Periodic Review (UPR) of North Korea's human rights record at the UN Human Rights Council on 7 November, states raised significant concerns with the use of torture, arbitrary detention, forced labour, rights to freedom of expression and movement. In a draft report, circulated just a few days later, on 11 November, North Korea effectively rejected 88 recommendations. This rejection demonstrates the government’s utter disregard for international human rights standards and the rights of the North Korean people. Human Rights Watch and Transitional Justice Working Group (TJWG) made a submission to the UPR process in April, highlighting the government’s increasingly harsh controls and human rights violations, which maintain the country’s climate of fear and obedience. As Ethan Hee-Seok Shin, legal analyst at Transitional Justice Working Group (TJWG) states: “The international community must not turn a blind eye any longer. UN member states should engage with the North Korean government directly and at UN forums and work to hold it accountable to its international human rights obligation." #NorthKorea #humanrights #UPR #UN #HRC

The paper looks in to sanctions by US, and examines how UN sanction regimes and the UN Security Council lacks impactful outcomes in favor of human rights globally. I am delighted to participate in drafting this important joint submission for the Universal Periodic Review of the DPRK, scheduled for this November. Since 2019, which marked the last UPR of the DPRK, the human rights situation regarding the rights to food, health, adequate standard of living, and to freedom of expression and movement has deteriorated notably. In response to the Covid-19 pandemic, the North Korean government enforced stringent measures, placing extreme and unnecessary restrictions on peoples’ most basic freedoms. Measures included enhanced border controls, regional lockdowns, and severe restrictions on trade and movement, ultimately strengthening its control over the population. For over 75 years, the North Korean government has imposed harsh controls, perpetuating human rights violations such as arbitrary detention, torture, and unfair trials, fostering a climate of fear and obedience. The implications of the unintended impacts of international sanctions, coupled with the impact of measures implemented during the Covid-19 pandemic, further deepened the nation’s severe isolation from the rest of the world, disrupting cross-border movements, trade, and aid, and exacerbating the country’s already existing humanitarian crisis and the population's hardships, reminiscent of the famine of the 1990s. During its previous UPR, North Korea received 262 recommendations from United Nations member states. North Korea accepted 132 of the recommendations but has not implemented basic human rights related to the acceptance of international norms, fair trial, freedom of movement, thought, religion, and expression, rights to food, health, education, and an adequate standard of living, equality and non-discrimination, and the rights of women, children, and persons with disabilities DPRK should: ✵ Relax excessive travel requirements within the country, including official permits to travel between provinces or regions, and overbroad restrictions on commercial activities to facilitate imports of essential food, goods, and medicine, as well as movement of food and goods. ✵ Recognize the right of citizens to leave, enter, and return to North Korea, both in law and in practice, and ensure that those who are forcibly returned are not subjected to punishment upon repatriation. ✵ Decriminalize the act of individuals returning to the DPRK, whether involuntarily or by their own volition, after having departed the country. ✵ Decriminalize actions that infringe upon North Korean citizens’ ability to exercise the rights to freedom of speech.
