CVSA Out of Service Criteria now in effect. The Commercial Vehicle Safety Alliance’s (CVSA) 2024 North American Standard Out-of-Service Criteria are now in effect. The 2024 out-of-service criteria replace and supersede all previous versions. Last year, the voting members of the Alliance approved 11 changes to the out-of-service criteria. In accordance with the CVSA Bylaws, the proposed changes were communicated to the voting members of the Alliance on Oct. 5, 2023, and ratified on Oct. 20, 2023. According to its Federal Register notice, the FMCSA is scheduling an in-person listening session for June 29th at the Texas Trucking Show in Houston on its proposal to revamp the motor carrier safety rating process. The agency's published an Advanced Notice of Proposed Rulemaking on this topic in August of 2023, hinting at potentially moving away from the current three-tier rating system (i.e., Satisfactory, Conditional, Unsatisfactory) to a single rating of "Unfit," and potentially tying a carrier's safety rating to its CSA scores, at least in part. Check out our detailed article on this topic here: https://lnkd.in/eTuyq3wb According to its recent notice, the agency intends to address the following topics at its upcoming listening session: • Changes to the three-tiered rating system versus changing to a proposed single rating only when a carrier is found to be Unfit; • Utilizing inspection data and FMCSA’s Safety Measurement System (SMS); • Incorporating driver behavior into SFD ratings; and • Revising the list of safety violations used to calculate the rating, and adjusting the weights allocated to particular violations including increasing the weight for unsafe driving violations. Beyond the June 29th in-person listening session, FMCSA also intends to hold virtual listening sessions in June and July.
