It was planned to span 15 years and was divided into three phases: Horizon 1 (2013-2018), Horizon 2 (2018-2022), and Horizon 3 (2023-2028). Horizon 3 (H3), however, will likely evolve to encompass 15 years and will be divided into three phases: H3 Phase 1 (2023-2027), H3 Phase 2 (2028-2032), H3 Phase 3 (2033-2037). The third milestone or horizon 3 period has a projected budget of US $4 billion. The Philippines receives roughly $40 million annually in Foreign Military Financing (FMF) for the acquisition of defense articles and services. The Philippine Department of National Defense is a key player in the Indo-Pacific region as it continues to bolster its defense capabilities and maintain regional stability. Under Horizon 3, the desired capabilities are targeted to enhance C4ISTAR, air defense systems, air and surface interdiction systems, anti-tank systems and ground rocket systems, all pending approval of the Philippine Government. Vietnam’s Ministry of Defence (MoD) has revealed its intention to acquire the K9 Thunder self-propelled howitzer (SPH) from South Korea’s Hanwha Aerospace for integration into the People’s Army of Vietnam. Vice-Minister of National Defence Hoang Xuan Chien articulated this plan during the ’11th Korea-Vietnam Defense Strategy Dialogue’ convened in Hanoi on April 23rd. The dialogue, serving as a platform for regular consultations between the Vice Ministers of Defense of both nations, underscores their commitment to enhancing mutual defense cooperation and industry collaboration. Initiated in 2012, this bilateral forum has facilitated annual exchanges aimed at bolstering defense ties. Mutual appreciation was expressed for the strides made in defense exchanges and cooperation, with a consensus to intensify collaboration across multiple domains, including maritime security, cyber defense, and defense industry logistics. Moreover, both parties resolved to reinforce cooperation in maritime security, cyber defense, and logistical support. As part of efforts to broaden defense and industry collaboration, the dialogue culminated in an agreement to incorporate the newly identified areas of cooperation into the existing bilateral defense agreement inked in 2010. "“We are still not joining forces in the defense industry to help our companies to integrate and reach scale,” it said. The report pointed out that “we also do not favor competitive European defense companies.” The report notes that, between mid-2022 and mid-2023, 63% of all EU defense orders were placed with U.S. companies, and a further 15% with other non-EU suppliers. Last week, the Netherlands joined a list of EU members to order big budget U.S.-made F-35 warplanes. Across the 27 nations in 2022, defense research and development spending amounted to 10.7 billion euros ($11.8 billion) — just 4.5% of the total — compared with $140 billion in the United States, or around 16% of all defense spending."

The secretary met with Australian Defense Minister Richard Marles and Japanese Defense Minister Nakatani Gen as part of the 14th Trilateral Defense Minister's Meeting, where the leaders finalized new steps to further enhance defense cooperation and interoperability among the three nations. "Today, more than ever, we're taking concrete actions that will deepen our trilateral cooperation, and the three of us are here to see the results firsthand," Austin said in a press briefing following the meeting. "Darwin is a focal point for our expanding trilateral relationship, and our bond is delivering real security, deterrence and interoperability." As part of the new measures announced by the three leaders in a joint statement following today's TDMM, Japan will increase its participation in Australia-U.S. force posture cooperation activities, including through annual trilateral amphibious training among the Australian Defense Force, Japan Ground Self Defense Force's Amphibious Rapid Deployment Brigade and the U.S. Marine Rotational Force – Darwin. 🔴(Part 1 of 3) 🇮🇳🇺🇸 Will US-India Defense Partnership challenge Pakistan and China❓ October 22, 2024 Sadia Basharat 🌐🔗 https://lnkd.in/gvc5R4Y9 The US-India defense partnership has been evolving gradually and steadily in recent years. From signing foundational agreements like Basic Exchange and Cooperation Agreement (BECA), the Communication Compatibility and Security agreement (COMCASA), the Logistics Exchange Memorandum (LEMOA) to recently signing of two transformational deals in August 2024, the trajectory is very much clear. In this connection, the signing of a Security of Supply Agreement (SOSA) and other defense deals during Indian Defense Minister Rajnath Singh’s visit to the United States marks a pivotal moment in Indo-US relations, thus paving the way for India to access sophisticated US defense technology, fostering domestic defense capabilities and solidifying its position as a key defense partner. The recent deals like SOSA and the Memorandum of Understanding (MoU) on Liaison Officers as well as the ongoing discussions around the Reciprocal Defense Procurement (RDP) agreement epitomize military, strategic and industrial cooperation between the two nations. Strengthening defense ties and shielding and guaranteeing the defense sectors of signatories in times of emergency is key facet of SOSA. It will ensure and enhance the interoperability of both countries, India in particular, as Indian Officers are being embedded in the US Special Operations Command in Florida in an effort to improve communication and collaboration between the two sides. 🔴(Part 2 of 3) 🇮🇳🇺🇸 Will US-India Defense Partnership challenge Pakistan and China❓ October 22, 2024 Sadia Basharat 🌐🔗 https://lnkd.in/gvc5R4Y9 Although non-binding, SOSA has so far been concluded with 18 nations, but India’s inclusion in the list indicates that the United States wants to improve defense ties with India to counterbalance its rivals Russia and China in the region. On the other hand, SOSA is raising a red flag for Pakistan as well, as it signals a deepening US-India defense partnership. This development can be described as a geopolitical shift given the fact that India is gaining access to US defense suppliers and technologies which could significantly enhance its military capabilities. At the same time, Pakistan is turning to China to bolster its defense capabilities. In the midst this, SOSA could alter the whole equation, particularly in areas like cyberwarfare, aerospace and artificial intelligence. One must remember that the US has recently significantly increased the sale of military hardware and technologies to India under mutual purchase agreement as a step towards deepening defense cooperation. Some other agreements like RDP, which is still under consideration, are designed to subsidize defense cooperation by eradicating trade restrictions, streamlining the process of procurement, and granting reciprocal market access. Samuel Associates’ Defence Strategist Vice-Admiral (Ret'd) Mark Norman reflects in this issue of Canadian Defence Review on CANSEC 2024 and expresses concerns about Canada's defence strategy. In this issue, he mentions the lack of a clear industrial strategy, insufficient government capacity, and slow processes hindering the achievement of increased defense spending goals outlined in the recent Defence Policy Update. Admiral Norman highlights Canada's failure to meet the NATO 2% GDP spending target and lack of substantial contributions to the alliance, leading to strained relationships with allies, notably the U.S. He warns of potential consequences of inaction in the face of growing security challenges.
