That analysis makes for painful reading, as it soon becomes clear that the GOI has not taken any serious steps to bring the opposing parties to the negotiation table, nor is there any discernible effort to improve governance, by invoking the provisions of Art 355 to impose President's Rule on the state. Instead, it appears to be politics as usual. >>Efforts to separate warring factions by creating a 'buffer' zone between the hills and valley as proposed by the Home Minister are not only going to aggravate the problem, but they would appear to stem from the belief that enmity between the Meiteis and Kukis is deep rooted, and intractable. Phanjoubam wryly cites the apocryphal story of US President Clinton being presented with a copy of Robert D Kaplan's book 'Balkan Ghosts', where the antagonism between Serbs and Bosnians was portrayed as being 'primordial'. In other words this enmity was presented as something that was a given. >>Such a view does not help in moving matters towards a resolution of the conflict, and instead hardens positions, including those of interlocutors supposed to be neutral. Phanjoubam correctly suggests that the starting point will be to 'trace the roots of the problem, at whatever depth, and address them'. He goes on to say that there are many eager to shoe horn interpretations of the causes into categories that would fit their own narratives, and this results in simplistic and caricaturised versions protraying the conflict as hill vs valley, Christian vs Hindu, #Meitei vs #Kuki. >>We need to understand why such a conflict arose, how it developed over time, and only then will we get a clue of how to resolve it. The first step, as I have stated on several earlier posts on this subject, is to choose #interlocutors who know the region, who are neutral, and who have a genuine feeling for the region and the people, and entrust them with the task of leading the efforts. As someone said; peace does not mean the absence of #violence, but a condition where disputes are resolved peacefully and on a #rules based basis, without allowing matters ro descend into open #conflict. In a step toward reconciliation and de-escalation of the high-level political tensions, the government has reportedly agreed to talks with the Pakistan Tehreek-e-Insaf (PTI) before the proposed civil disobedience movement by the latter, Geo News quotes sources. The development comes days after senior PTI leadership in the form of Asad Qaiser and Salman Akram Raja called on National Assembly Speaker Ayaz Sadiq, following a telephonic conversation between the two leaders. The PTI also plans to present its most critical demands during the talks while emphasizing the release of the political prisoners and forming the judicial commission to probe all events that took place after the May 9 crackdown on PTI Protesters on November 26. Sources from the govt revealed that they accept the offer of PTI for dialogue, "because only political dialogue can pave the way for constructive differences," End. PTI constituted a five-member negotiation committee last week comprising Omar Ayub Khan, Ali Amin Gandapur, Sahibzada Hamid Raza, Salman Akram Raja, and Asad Qaiser, to hold these talks. The government said it was hopeful that the formal negotiations would start at once, which would be an important step towards reducing the tension. The agreement for talks comes after PTI’s founder issued a stern warning of launching a civil disobedience movement if their demands were not addressed.
