There are close to 4 million domestic workers in Saudi. Historically, they've been paid in cash by their employers. However, the country has recently introduced a new policy requiring employers to make salary payments to domestic workers through digital channels—specifically, digital wallets. They're rolling this out in five phases, starting with the salary payments of newly arrived domestic workers to be made in digital wallets. By the end of next year, all employers will be required to make salary payments to domestic workers using approved digital wallets. The approved wallets are STC Pay, Alinma Pay, and Urpay. This change serves as a perfect example of a favorable policy shift to further accelerate digital payments in the Kingdom. These three wallets will onboard millions of new users over the next eighteen months, highlighting how regulatory changes can spur growth for digital players. It reminds me of how Paytm added over 60 million new users in just three months after demonetization in India. What's unfortunate in Saudi's case is that all the growth resulting from this change is expected to benefit corporates, not startups. STC Pay is owned by the country's leading telecom company, and Alinma Pay and Urpay are mobile wallets operated by leading banks in the Kingdom.
