This is a good move, but I would also like to see GM invest in more innovative technology. While a follower can hardly win, creating a new race track may give you a chance. We have the most Nobel laureates, the best academic institutions, and world-class labs in the US. They are valuable assets that would and should help US companies take the leadership in the world market.
Just make sure your company is building EVs for real people at reasonable prices! Too many auto companies have tried to start with luxury vehicles which is/was a mistake. You have to compete with the Model Y at ~$35k.
Any company can go full EV. The issue I have is where am I going to charge this vehicle at????? How long will it take????? How much will it cost????
