ExxonMobil, the lead partner in a consortium that also includes China's CNOOC and U.S. Hess, announced on Wednesday that the connection between the pipeline and the floating production, storage, and offloading (FPSO) units in the Stabroek block is operational. "Risers have now been successfully connected to the pipeline, and we have been conducting several tests and de-watering exercises to ensure everything is functioning correctly," said Alistair Routledge, head of Exxon Guyana, according to local media reports. The 200-kilometer (124.3-mile) pipeline is expected to be operational by the end of the year, delivering natural gas to a 300-megawatt power plant and a natural gas liquids (NGL) facility. On Wednesday, November 27, 2024, #FERC granted Corpus Christi Liquefaction, LLC (CCL) authorization to introduce hydrocarbons to Train 1 fuel gas and hot oil systems for the Stage 3 Project. The authorization to commission hot oil systems is an important milestone we monitor at Arbo. While this authorization does not explicitly mention commissioning these systems, when CCL requested this authorization on August 14, 2024, it was “to introduce hydrocarbons to commission the Stage 3 Train 1 fuel gas and hot oil systems,” so this authorization means these facilities are ready for commissioning. Typically, approval to commission hot oil systems is issued about six months before a project becomes operational. Although not all authorizations are publicly disclosed, this new authorization, the project's progress since site preparation began as compared to historical projects of similar technology, and the remaining FERC orders suggest the project appears to be progressing ahead of schedule. Offshore Energy: ExxonMobil’s pipeline rupture at gas platform offshore Australia prompts calls to raise the regulatory action bar April 23, 2024, by Melisa Cavcic; The Maritime Union of Australia (MUA), established by the merger of the Seaman’s Union of Australia and Waterside Workers Federation, is adamant that a recent gas pipeline rupture at one of the aging offshore platforms in the Gippsland Basin off the Victorian coast spotlights the need to up the regulatory action ante in a bid to tackle the growing number of offshore decommissioning incidents & near misses in Australian waters. West Kingfish platform; Source: ExxonMobil Esso, a subsidiary of the U.S.-headquartered energy giant ExxonMobil, reported a gas pipeline rupture on April 6, 2024, at West Kingfish (WKF), one of its offshore platforms in the Gippsland Basin off the coast of Australia, which is in the early stages of decommissioning. As a result, a sizable sheen was observed on the ocean surface, heading west towards the Victorian coast due to an uncontrolled release of condensate, a mix of hydrocarbons present in natural gas extraction, into the water. While it is unclear how close this flammable discharge came to being ignited, a recent safety alert from Australia’s National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) warns oil and gas workers that the loss of containment in a subsea gas pipeline entails the real risk of resulting in fire and explosion at the surface. Therefore, the MUA emphasizes that tighter regulations, enforcement, penalties, and transparency regarding offshore oil and gas activities are needed in Australian waters. https://lnkd.in/gQ8xFzke

In July 2024, the Nigerian Upstream Petroleum Regulatory Commission (the “Commission”) released an exposure draft of amendments to the Commission’s Decommissioning and Abandonment Regulations (the “Regulations”) (the “Amendment Regulations”). The Amendment Regulations itemize changes to the Regulations. From the Amendment Regulations, some of the criticisms that the Regulations were fraught with seem to have been addressed. In this article, we highlight the major changes introduced by the Amendment Regulations while drawing out the differences from the previous provisions under the Regulations. I will be presenting an "Alternative Fuels Emergency Response" seminar on Wednesday, September 18th at Kernersville FD, Station 42! I will be presenting twice; the AM session will be 0830 to 1130 and the PM session will be 1300 to 1600. Seminar description: Alternative fuels are becoming more commonplace as the world strives to be eco-friendly and more efficient. However, these new fuels present unique challenges to first responders that differ from those found with traditional petroleum fuels. In this class, we talk about the alternative fuels that are on the rise, and what the leading tactics are for mitigating the emergencies that they present. The alternative fuel emergencies discussed include liquefied natural gas (LNG), compressed natural gas (CNG), liquefied petroleum gas (LPG), lithium-ion batteries, and future technologies that are on the horizon.
