If you're not retaining your employees, start upskilling. A lot of the candidates I speak to are moving roles because they're seeking growth and development. They want the next step up in their career. But if you can provide that internally, they will likely stay. Upskilling your existing employees has no downsides. Your retention rate will increase, your workforce will be happier and more productive, your team will be more competent and you won't have to recruit as frequently.
