Important to provde balance to the conversation, data can help weight the risks , in this case the comparative policy’s in other countries need to be understood, culture will likely be a factor along with other aspects, more home work is needed , at this moment the risks have not been compensated against the engineering solutions

A significant factor here impacting life safety is that not all fire services are equal. Most non urban, "1720" part-time or combination services may struggle to provide adequate alternate egress and access to the single stairway in an emergency. Even many of our career "1710" services struggle to effectively ladder a building,
