General Annexes (page 6) “Legal entities established in China are therefore not eligible to participate in Horizon Europe Innovation Actions in any capacity. This includes participation as beneficiaries, affiliated entities, associated partners, third parties giving in-kind contributions, subcontractors or recipients of financial support to third parties (if any). Exceptions may be granted on a caseby-case basis for justified reasons. The above eligibility criteria may be reviewed in the future in accordance with policy developments. This exclusion is justified under Article 22(6) of the Horizon Europe Regulation given the substantive concerns regarding the use of intellectual property generated under this publicly funded programme, and the ongoing discussions between China and the EU on the Joint Roadmap for the future of EU-China cooperation in science, technology, and innovation.” - and shows further the lack of confidence and trust to #chinese endeavours

Breaking news: The European Commission and the Government of Singapore launched exploratory discussions in view of #Singapore’s possible association to #HorizonEurope, the EU's key funding programme for research and innovation with a budget of €95.5 billion. Association to the EU’s Framework Programme for Research and Innovation is the closest form of international cooperation in science and technology between the European Union and a non-EU country. In its new report, the Digital Power China research consortium traces whether and how China relies on Europe. Such reverse dependence poses a dilemma for Europe: Strategic entanglement preserves leverage but stands in the way of increased security through autonomy. On 29 November 2024, the EU and Japan began formal negotiations to cooperate within Horizon Europe, the union’s research, and innovation programme. Horizon Europe is the EU’s ambition to expand cooperation with like-minded non-EU countries that have a strong science, innovation, and technology profile. If the negotiations are successful, Japanese researchers will be able to lead and coordinate their own research and innovation projects under the programme, seek deeper collaboration with partners in the EU and others, and secure funding. https://lnkd.in/ejH_jVVN.
