Knowing how to categorize spills based on volume is critical for effective response and compliance with industry standards. Here's a quick guide on categorizing spills, with reference to OSHA and ASTM guidelines: 1. Minor Spills 🔸 Volume: Generally less than 5 gallons (19 liters). Some guidelines may allow up to 10 gallons (38 liters) for manageable spills. 🔸 OSHA Reference: According to OSHA 29 CFR 1910.120, spills that are small enough to be cleaned up with basic spill kits are typically categorized as minor and don't require external reporting or specialized response teams. 🔸 Examples: Small machinery leaks. Accidental fuel or oil drips during refueling. Container overflows or equipment malfunctions. 🔸 Response: Easily contained with absorbent pads, booms, or spill kits. Quick cleanup without significant risk to the environment or workers. 2. Major Spills 🔸 Volume: Spills greater than 5 gallons (19 liters), with some guidelines considering spills over 50 gallons (190 liters) as major, especially when there’s environmental risk. 🔸 ASTM Reference: The ASTM F1726-12 standard defines major spills as those that significantly exceed containment capabilities and require coordinated, immediate response and reporting. 🔸 Examples: Fuel tank ruptures or significant leaks from heavy machinery. Large-scale spills during fuel transfers or bulk deliveries. Leaks from storage tanks that affect surrounding areas. 🔸 Response: Requires rapid containment and often third-party emergency response teams. Must be reported to OSHA and relevant local environmental authorities, as per OSHA 29 CFR 1910.120 and EPA regulations. Requirement for Asbestos Testing - Follow Up Post Straight from the source: South Coast Air Quality Management District. Good Afternoon Peter, As you are aware, both Rule 1403 - Asbestos Emissions From Demolition/Renovation Activities and EPA’s National Emissions Standards for Hazardous Air Pollutants (NESHAP) require an asbestos survey prior to any renovation or demolition. Neither our rule nor the federal law include a year of construction for which this requirement isn’t mandatory. There are three reasons for this: • Addition of asbestos to building materials has never been banned in this country, • Asbestos-containing building materials are still being used in construction today, and • Stockpiles of asbestos-containing materials from decades ago are still be used to cut costs in renovations. Of course it is reasonable and necessary to perform an asbestos survey prior to any work that would alter a structure, it’s required by Rule 1403 as well as federal law. Thank you, Christopher A.
