5 years ago, the Presidents of the French Assemblée Nationale and the German Bundestag, Richard Ferrand and Wolfgang Schäuble, established the Franco-German Parliamentary Assembly 🎈 🤝 Since its launch on 25 March 2019, a group of 100 deputies from both institutions have taken turns to hold biannual plenary sessions. The assembly's mission is to ensure compliance with Franco-German treaties, synchronize views on European affairs through ministerial hearings and debates on the implementation of bilateral and EU laws, and put forward joint policy proposals. 💡 The Franco-German Parliamentary Assembly was particularly effective during the Covid-19 pandemic, when traffic on either side of the Rhine was made possible during a period of confinement by members of parliament. The legislators themselves cite this story as an excellent example of how the assembly exerted control over two strong-willed governments and provided an unprecedented bi-national forum! 🎂 To celebrate the fifth anniversary of this unique assembly, a colloquium on the “State of Franco-German cooperation 5 years after the Treaty of Aachen and the Franco-German Parliamentary Agreement” was held at the French National Assembly last week. With @RobertoSaviano we would like to remind this 1st of May that the EU is a collective project engaging many stakeholders from many different horizons and disciplines. The most important are certainly the citizens. At the end of the day, we are all citizens. Civicism should be the bottom-up driving force of Europe, it has not always been the case but when the debate around the Brexit referendum took place, civil society stood up and citizens developed the awareness that the European project can die. The strategic force is according to the treaty the European Council : so, concretely, the 27 heads of state and government are in charge of the strategic programme for 2024-2029. We considered that the civic engagement has been high and somehow has empowered the political leadership to take ambitious positions. We point out in our text the Conclave works and its philosophy but also the Conclave report Europe 2040 : Tomorrow Is now. Co-building a global, sustainable and responsible power which proposes four priorities for the coming EU agenda : geopolitics; science and tech; development model with the production of new common / public goods that no member state can make alone; democracy. Now that there is a leak on the draft strategic agenda, it is clear that democracy is neglected. We call for a much higher ambition in terms of democracy and we remind that this ambition is under the responsibility of political leaders and not the citizens. We consider that citizens and leaders should cooperate, but this cooperation has to be wished and initiated by the political leadership and in the specific case of the strategic agenda by the president of the European Council Charles Michel with the support of his colleagues. https://lnkd.in/gmx8NK9f
