Couldn't agree more: "the process of reconciliation helps improve accuracy, thoroughness, and confidence in reported emissions." A significant advantage for operators in OGMP 2.0 is the peace of mind that comes from conducting two independent measurement campaigns and knowing that you are implementing data-driven mitigation efforts that you can stand behind.
