National Council of Canadian Muslims (NCCM)’s Post

Today, the NCCM team, including Advocacy Officer Ahmad Al-Qadi and Director of Legal Affairs Nusaiba Al-Azem, testified on Parliament Hill in front of the Public Safety Committee regarding Bill C-70, the new legislation theoretically meant to combat foreign meddling in Canada.  While we have grave concerns around foreign interference (whether from China, India, Israel, or any other nation), we have grave concerns around the potential consequences of this Bill. These include: • *New Immunity Powers for CSIS*: Granting CSIS the authority to direct others to perform actions that would ordinarily be illegal. • *Intimidation Provisions*: Introducing penalties of life imprisonment for "intimidation" without clearly defining what intimidation means. • *Ministerial Discretion on Admissibility*: Allowing the Minister of Immigration to bar individuals deemed harmful to Canada’s "international relations," which could lead to the exclusion of Ukrainian dissidents, Uyghur activists, or Palestinian citizens. • *Expansion of CSIS Powers*: Significantly increasing CSIS's ability to infringe upon the privacy rights of Canadians. We need to protect our democracy. That also means protecting our civil liberties and not rushing this bill before its current pitfalls are properly addressed.

National Council of Canadian Muslims (NCCM) in 2015 CSIS only updated its power to make trend predictions that traditional tools couldn’t achieve. They still do not get to analyze the data it self or be able to store it. The Personal Information Protection and Electronic Documents Act (PIPEDA) and the Privacy Act are both administered by the Office of the Privacy Commissioner of Canada. Provincial PIPEDA also exists . Also criminals can have data analyzed, but that would have be a service of ISP under their name. Canadian Security Intelligence Service (CSIS) | Service canadien du renseignement de sécurité (SCRS) pretty much has no power private personal use.

National Council of Canadian Muslims (NCCM) from a RCMP official, CISI has already broken protocols and use non authorized methods to analyze data from private groups breaking the Digital Privacy Act S.C. 2015, c. 32 Assented to 2015-06-18 They would also need witnesses or harm evidence
