Two new laws, passed off the Senate floor on March 1, just ahead of one of 2024’s last major legislative deadlines, demonstrate a deepening in Washington’s effort against climate change. HB 1589 requires the state’s largest gas utility (Puget Sound Energy) to plan for the transition to clean energy and create electrification programs to transition customers off of its gas system. Last Friday was a huge day of climate progress in Washington state. Two major laws passed the Senate and are on the path to soon become law. HB 1589 requires the state’s largest gas utility (Puget Sound Energy) to plan for the clean energy transition and create electrification programs to transition customers off of its gas system. SB 6058 is the first of many steps in linking Washington’s landmark Climate Commitment Act (cap-and-invest) program with the California-Québec program, setting a strong standard for the entire country (and world) to pursue ambitious climate policies and prioritize benefits in historically overburdened communities. Let's keep going here in Washington in turning the vision of reducing carbon pollution, creating great jobs, and addressing environmental justice that are at the center of all of the laws that have passed and the investments made into concrete progress on the ground that improves the lives of people and communities across the entire state.

It was a great week for climate and communities with federal agencies announcing new regulations and programs that will slash greenhouse gas emissions, speed up clean energy development and reduce hazardous pollution. These steps will help ensure we have a stable climate and clean air and water. Here are just a few of the highlights: First up, the US Environmental Protection Agency (USEPA) announced a new rule for power plant emissions that will help the U.S. meet its goal of 100% clean power by 2035. This will give energy utilities and regulators the certainty they need to plan for and invest in our clean energy future. For us to achieve a clean energy future we need to build a lot more transmission to carry that clean energy to homes and businesses. Currently, that process takes a long time but with the U.S. Department of Energy (DOE)'s new transmission program and rules the average time for siting and permitting of new transmission could be cut in half! The EPA made two new announcements that they’re strengthening standards for the toxic waste, heavy metals and mercury emissions from coal power plants. This will provide cleaner air and water for our communities. In another win for communities, EPA announced $7 billion in Solar for All grants that will deliver residential solar power to over 900,000 households in low-income and disadvantaged communities. Expanding access to the benefits of clean energy is good for these communities and for us all.

This bill threatens to halt Florida's transition to renewable energy and serves the interests of major utility companies at the expense of our environment and communities. I had the opportunity to appear today before the Senate Standing Committee on Energy, Environment and Natural Respurces (#ENEV) as part of their study of Canada’s oil and gas industry. We talked about climate change, the industry’s track record re: emissions reductions, and — of course — closure liabilities. After a disappointing end to the legislative session in July, the House and Senate heard our call for climate action, found common ground, and moved us closer to reach our climate goals. The omnibus climate bill will expedite our Commonwealth’s clean energy transition through: • Building a responsibly-sited grid • Deploying renewable energy • Expanding electric vehicle charging access • Improving community engagement and; • Increasing energy storage supply “This legislation unlocks enormous potential to rapidly and responsibly build the modern, reliable electric grid we need to meet our climate goals. We cannot meet our emissions reduction targets with a slow, unresponsive, and inequitable energy siting system. The omnibus climate bill provides our state, communities, and developers with tools to deploy new renewable resources, shift buildings and transportation to clean power, and plan for a net-zero future” – ELM’s Legislative Director, David Melly. On 14 March, HFW's Jo Garland spoke at the Young Energy Professionals (YEP) Perth event discussing the Climate Related Financial Disclosures regime. The event was aimed at helping industry better understand and prepare for the new mandatory reporting regime. Key messages shared by Jo and other panellists were that industry needs to start acting now so that it is ready when the reporting regime takes effect, which may be as soon as 1 July 2024. This includes ensuring that industry has appropriate resources and services providers to advise it on its obligations under the regime, to help it collect all necessary data and to audit its climate statements. In particular, directors will need to be well across the regime, as they will be required to provide director's declarations supported by board resolutions for the contents of the company's annual climate statement.
