At the same time, the UNECE region is currently on track to achieve merely 18% of SDG targets by 2030, and more frequent shocks (e.g. Covid-19, war in Ukraine) have seen backsliding increase in some areas. This suggests that a problem of strategy exists in how we align aspirations and capabilities to achieve goals.
