Learnings from the Dutch Deposit Return System (DRS) 🇳🇱 In the last few weeks, some controversial images of the DRS situation in the Netherlands have been spread around: from scavenged bags to waiting lines in supermarkets. While the system still shows great results on litter reduction (see monitoring Dirk Groot ~ Zwerfinator), this is unprecedented in countries with a DRS on plastic bottles and cans. This is why the Inspectie Leefomgeving en Transport urged Producer Responsible Organization Verpact to significantly improve the deposit system. Otherwise, the fine could be hefty: up to 300 million euros in penalties. So what went amiss with the system and how can other countries learn from it? 👉 𝘌𝘯𝘴𝘶𝘳𝘦 𝘴𝘶𝘧𝘧𝘪𝘤𝘪𝘦𝘯𝘵 𝘤𝘰𝘭𝘭𝘦𝘤𝘵𝘪𝘰𝘯 𝘱𝘰𝘪𝘯𝘵𝘴: while the amount of packaging that goes into the Dutch system has increased by more than 500%, the amount of machines has only increased by 25% (see graph from an article from Het Financieele Dagblad). This is mainly due to the unwillingness of supermarkets to cooperate. 👉 𝘛𝘢𝘬𝘦-𝘣𝘢𝘤𝘬 𝘰𝘣𝘭𝘪𝘨𝘢𝘵𝘪𝘰𝘯: Dutch supermarkets have no obligation to take back empty packaging (an obligation that is common in other countries). So they have no obligation to ensure that consumers can bring their empty packaging and get their money back. So, why would they? 👉 𝘌𝘯𝘴𝘶𝘳𝘦 𝘢 𝘩𝘪𝘨𝘩 𝘦𝘯𝘰𝘶𝘨𝘩 𝘥𝘦𝘱𝘰𝘴𝘪𝘵: although the purchasing power in the Netherlands is relatively high, the deposit on small plastic bottles and cans is only 0.15€. Which makes for a low incentive for consumers to bring it to one of the limited collection points. 🇪🇺 With the upcoming revision of the #PPWR, European member states will have to introduce a deposit on plastic bottles and cans by 2029. And the Dutch system offers a prime example of what should NOT be forgotten when designing the system. 🚨 German Industry Associations Urge Revisions on EU Packaging Reuse Requirements🚨 20 German industry associations from sectors including food & drinks, metal, glass, beverage cartons, and digital are calling for the removal of the 100% reuse requirements for transport and sales packaging by 2030. 🔍 Key Concerns Raised: 1. Supply Chain Impact: The 100% reuse targets threaten European supply chains due to a lack of viable reusable solutions. 2. Internal Market Principles: The reuse targets for intra-state transport (Article 29(3)) conflict with EU internal market principles, disadvantaging companies in larger Member States compared to those in smaller ones. 3. Legal Doubts: Questions arise over whether the EU can ban certain single-use industrial and commercial packaging under the competence for internal market harmonization (Article 114 TFEU). 📝 The associations are urging the deletion of the current reuse requirements for industrial, and commercial, transport and sales packaging through the corrigendum procedure. 📢 Can this mean the negotiations on the file can be reopened?
