Does allowing municipalities to create inclusionary zoning actually help with housing affordability or make it worse? I've argued that it benefits a very small number while hurting everyone else. Maybe now is the time to revisit this in BC. How about * not * including inclusionary zoning in the new ACC rules? Many housing researchers, including Steve Pomeroy and Mike Moffatt, PhD, and advocates such as HousingNowTO decry the pervasive miasma of inadequate and 'secret' data in Canada. My former colleagues at Housing Assessment Resource Tools (HART), together with my current colleagues at School of Cities, University of Toronto and Canadian Urban Institute, have put together a summary of the barriers to open data on public land in Canada. Last week, John D. Plante, Anthony W. Ravosa, Jr., and I paid a visit to Secretary of Housing & Livable Communities, Ed Augustus, and his Senior Advisor, Gina McLaughlin - our fellow building mates at 100C. We shared experiences and ideas on how Commonwealth agencies can do their part to accelerate the housing production policy goals of the Healey-Driscoll Administration and streamline permitting on their own accord - an overlooked role in the process amid all the attention being paid to MBTA Communities zoning reform at the local level. We also discussed creative ways to leverage the development of housing on state-owned properties through low-interest federal financing for transit-oriented development. As many of you know, I'll be happy to talk your ears off - any time, anywhere - about the tremendous TOD opportunities being unlocked by the U.S. Department of Transportation's TIFIA and RRIF programs.
