Google: Country Goes Global After supporting the U.S. Chemical and Safety Investigation Board (CSB), helping 66,000 chemical plants prepare for Y2K (in collaboration with FEMA https://bit.ly/3ifegEG ), I immediately focused on the HAZMAT crisis (Air Quality) after the collapse of the World Trade Centers. I requested the results of air quality testing, from CSB, were told they were completed and the results were not good. John Milton Wesley, Kay Collett Goss, CEM At that point, my request to the emergency managers in every city/county area of the U.S., that were providing support for emergency operations (through the HRI:FEMA National City/County Emergency Management Support Network, Est. 1994), was to declare Manhattan a HAZMAT emergency, that required Perrsonal Protective Equipment (PPE) and extreme caution for entry into the contaminated area. I could not gain traction on this. CRISIS COMMAND and CONTROL The first duty of government (state and federal) in a disaster or crisis such as occurred in North Carolina, is to establish a JOINT, ON-THE-SCENE COMMAND POST to INTEGRATE state and local, federal, and non-government organization (NGO) efforts and to COORDINATE: 1. Emergency search and rescue operations; 2. Emergency survival, aid, and shelter operations; 3. Emergency clearing, repair, and recovery operations.

For the last two years, MapAction has been working on anticipatory action (AA) programmes worldwide. Anticipatory actions help countries mitigate the worst effects of a disaster with advance planning and funding, linked to triggers based on data and hazard models. #MapAction works with disaster management agencies to develop robust data models and be more resilient. As part of our work, we are launching an advocacy campaign - six short animations, released weekly - to promote the benefits of anticipatory actions. Natural disasters are increasing in frequency and severity, often leaving communities devastated with little immediate support. A modern Civilian Conservation Corps (CCC) could include a Disaster Response Corps, a specialized team trained to assist in post-disaster cleanup, infrastructure repair, and community rebuilding. This initiative would focus on fast deployment, community resilience, and sustainable rebuilding efforts to mitigate future risks.
