BC’s provincial government is limiting international student enrolment to 30% of a university or college’s total student population. Nearly 40% of BC’s 553,000 post-secondary attendees are international students. Of the nearly quarter million international students studying in BC, half attend public institutions and half attend private ones.

All are confused on the drivers or ways adopted to lower down international student numbers. If all were told or indicated earlier then we would have better understanding the intent. A new plan to cap enrolments of #internationalstudents & link additional places to institutions investing in new student-specific accommodation blocks could be derailed by local councils. The proposal comes as the #education sector braces for budget measures including an increase in the non-refundable #studentvisa fees & another rise in the bank balance required for applicants. Both of these will prompt potential students to look beyond #Australia, experts say. Next week the federal government will introduce legislation to cap the number of students that can be enrolled by each of the 1400 #universities & #colleges registered to #teach #overseasstudents. The legislation will allow for providers to go over those caps, if they can prove they have invested in new #studentaccommodation. Education Minister Jason Clare & Home Affairs Minister Clare O’Neil released a draft strategic framework outlining principles & guidelines for managing #internationalstudent enrolments. The draft strategic framework seeks to more strictly control surges in #student enrolments, while diversifying the countries they come from, the #schools where they enrol & the subjects they undertake. The caps & make-up of student cohorts would be managed through individual contracts between universities & the federal education compacts. The so-called mission-based compacts have existed since 2011 but have had little practical impact… However, it is believed an increase in visa fees is likely. The existing fee of $704 is expected to rise to $1500, making Australia the most expensive #visa among competitor countries. The UK, which is now highest, charges around $900. Phil Honeywood CEO of the International Education Association of Australia (IEAA), said the international student sector was being rocked by the continual announcing of new policies, almost on a weekly basis. “The $48 billion a year sector is crying out for transparency & clarity in order to move forward,” he said. “The notion that thousands of additional student accommodation beds will be able to overcome state and local government planning hurdles is naive.” Mr Honeywood described the government’s goal in the strategic framework to increase enrolments in regional university campuses as “simplistic”. A CBC News analysis of the data reveals that what has been framed as a nationwide explosion in international student numbers — prompting Ottawa to impose an immediate two-year cap — is disproportionately linked to a handful of schools, the vast bulk of them public institutions, predominantly in Ontario. Of the 30 Canadian colleges and universities granted the most international study permits last year, all but one are public. Just 10 Ontario public colleges account for nearly 30 per cent of all study permits issued across the country over the past three years. We are already starting to see the impacts of new Immigration policies on directly and indirectly related industries. The decline in international student enrolment not only impacts university budgets but also affects related jobs and industries such as accommodation, local businesses, and transportation services. This ripple effect highlights the broader economic consequences and underscores the need for adaptation and support. I emphasize on making the right use of these resources available to us. Why aren't students better integrated into our economy to make it good for all concerned? It shows how defective our system is. Would be great to see how it pans out in future.

International student enrolment is not down just because the cap. As the graph from StatsCan showed in the report, the dip first happened in 17/18. The top two sources of international students. China has been having a tight grip on funds going abroad and the relationship with Canada went sour when the Huawei episode and two Michaels happened. India started catching up then with international student numbers but what happened last year put a pause on their outbound students. Between these years we also had Covid and travel restrictions. The question that we need to ask is, how responsive these public institutions are when political and financial barriers are created by the countries? Are they creating programs fast enough to answer the market needs? Do they care enough to pump in more resources in international recruitment rather than having it included in the budget cuts? Have they become too comfortable relying on international tuition and failing to catch up actual program development? The business model of relying on one thing is never going to go well in the long run.
