Francesco Vidè, Claudio Buongiorno Sottoriva, and Raffaella Saporito highlight three lessons for policy-makers and senior civil service managers in their PMM article published this morning. They investigated how organizational size affects public organizations’ ability to implement innovations. First, due to the perennial ambivalence of public sector employment reforms that provide general guidelines but rely on a heterogeneous and diverse set of organizations, each with its resources and practices, they conclude that "going forward, policy-makers must carefully consider reform prospects, providing appropriate incentives and resources to support implementation across different organizational contexts and sizes… Second, public authorities should consider sacrificing some autonomy to achieve economies of scale and learning by carrying out joint recruitment calls, potentially in collaboration with larger organizations, particularly for senior civil service positions… Third, public sector organizations [in Italy particularly] …could benefit significantly from adopting more innovative practices, such as outreach initiatives, interesting and distinctive job postings and competency-based recruitment practices". https://lnkd.in/eJ-BjK3f

ATTENTION BUILDING INDUSTRY: The building consent system is complex, unpredictable, and costly – causing a lack of innovation and productivity. Currently, in most instances, obtaining a Code Compliance Certificate relies on council staff physically inspecting on-site building work. This process often becomes plagued by delays or arduous booking procedures, meaning that construction work often grinds to a halt for extended periods. That’s why our Government is progressing with changes to enable remote building inspections – removing red tape, boosting productivity, and making it that bit easier to get stuff built in New Zealand.
