ECA Examines Contribution of Migrant Remittances to Development in Tunisia The Economic Commission for Africa subregional office for North Africa will hold, in partnership with the Tunisian Ministry of Economy and Planning, an inception workshop for the program, “Strengthening the Migration-Development Nexus in Africa – Tunisia,” on 13 November in Tunis. The event will gather representatives from relevant sectoral ministries, government agencies responsible for Tunisian expatriates, planning and investment bodies, the United Nations, private sector stakeholders, and civil society organizations. The primary objective is to examine how the Tunisian diaspora’s remittances can contribute to national development. This initial meeting aims to enhance understanding of the remittance process, the transmission channels used, the challenges faced, and areas for potential improvement. This workshop is part of ECA’s “Strengthening the migration-development nexus in Africa” programme (2024-2028), which is to be carried out in six African countries and increase their capacity to incorporate migrant remittances into national strategies and sectoral plans, thereby maximizing their contribution to sustainable development. How does the Grant Facility fit within the larger migration and mobility governance frameworks existing within Africa and between Africa and the EU? 🌍 Since the 2000s, the #EU and #Africa have been engaging in an extensive and comprehensive #dialogue on migration and mobility, making it a fundamental pillar of their longstanding #partnership. ✅ At the 6th EU-AU Summit in February 2022, the EU and the AU reaffirmed their commitment to improving governance, management and cooperation on #migration and #mobility, both within Africa and between Africa and the EU as part of their Joint Vision for 2030. 🤝 To sustain a stronger and mutually beneficial partnership, it is crucial to establish and foster dialogue with different actors that promote a comprehensive understanding of migration issues. Ghana has announced a groundbreaking policy to eliminate visa requirements for all African passport holders starting in 2025, becoming the fifth African nation to do so after Rwanda, Seychelles, The Gambia, and Benin. This bold move reinforces Ghana’s commitment to Pan-African unity, with President Nana Akufo-Addo emphasizing the importance of building stronger ties across Africa. By breaking down barriers, Ghana is paving the way for economic growth, cultural exchange, and deeper regional integration. Visa-free policies like this symbolize a broader push for unity, addressing challenges posed by restrictive borders that have stifled trade, tourism, and collaboration across the continent. This policy aligns with the goals of the African Continental Free Trade Area (AfCFTA), facilitating labor mobility, cross-border business, and innovation while unlocking opportunities for tourism and cultural reconnection. Ghana’s leadership highlights the potential for a borderless Africa, setting an example for other nations to follow in fostering regional solidarity and economic collaboration. EVENT: The EU-Africa migration agenda – realising a new partnership 🗓️ Migration has been a controversial theme across Europe for years now, with particular implications for the EU’s partnership with Africa. But extensive evidence shows it has the potential to help alleviate many of the great global challenges, including poverty and the impacts of the climate crisis. What’s more, whilst the EU has focused on using aid to reduce irregular migration and support return and reintegration, many sectors of European labour markets remain strongly dependent on migrant workers, including in many low-paid, but essential, occupations. The EU has recognised that existing ways of cooperating around development objectives are insufficient in the context of current challenges. Localisation in Development: “Not alone, but with a local partner, always for the beneficiaries” Localisation in development and humanitarian aid has been defined in various ways by different organizations, frameworks, and scholars: - According to the UN, localisation denotes the “process of defining, implementing, and monitoring strategies at the local level for achievable global, national, and subnational sustainable goals and targets” (UNDP, 2014). - Under The Grand Bargain (2016), localisation refers to “making principled humanitarian action as local as possible and as international as necessary.” - For the International Federation of Red Cross and Red Crescent Societies (IFRC), localisation means increasing international investment and respect for the role of local actors, with the goal of increasing the reach, effectiveness, and accountability of humanitarian action. For me, it means all of the above and is translated into three interconnected pillars: 1. Meaningful collaboration with local partners and beneficiaries: Development is not a top-down approach but a partnership. Local knowledge and beneficiary ownership are central to making projects impactful. The collaboration is rooted in mutual respect, horizontal relationships, and shared goals. 2. Focus on local expertise: You can’t do it alone from abroad. Local partners play a crucial role in ensuring that development efforts are relevant, effective, and sustainable. Local context and expertise drive success. 3. Beneficiary-centred approach: The needs and aspirations of beneficiaries must guide every step of the process—whether in project design or implementation. When things feel overwhelming, it’s important to refocus on the core question: How am I helping beneficiaries and improving their lives? I express my heartfelt gratitude to the local experts whose invaluable contributions have been integral to the success of our projects in 2024. Key topics of discussion included: - The importance of changing the narrative around migration to highlight the positive contributions of migrants and the diaspora to economic and social development. - The need for robust, country-specific data to inform analysis and enable sound, fact-based decision-making. - Sharing experiences on the impact of remittances and the contribution of the diaspora to economic and social development. - Effective management of migration flows. - Developing a comprehensive national migration observatory that will also focus on diaspora engagement and economic aspects. The meeting was highly productive and laid a solid foundation for future cooperation. Migration has long been a controversial theme across Europe, with particular implications for the EU’s partnership with Africa. While Europe often frames migration as a ‘problem to be tackled’, African perspectives highlight the opportunities that migration presents. Despite the EU’s efforts to curb irregular migration, many European labour markets remain reliant on migrant workers, including in many essential sectors. With a new European Commission soon to be in place, now is the time to rethink the Africa – Europe partnership to migration. Following an event on this theme earlier this year, a new policy brief from European Think Tanks Group ETTG co-authored by ODI Europe’s Claire Kumar & Amanda Gray Meral along with ODI colleague Jessica Hagen-Zanker and experts Anna Knoll & Jesper Bjarnesen, explores what could be done to deliver a migration partnership more strongly oriented towards mutual development benefits.
