The Reserve Bank of Australia and Reserve Bank of New Zealand create more financial instability than is necessary by sticking to a single OCR.  A #TwoOCR policy would split the OCR into two OCRs: a lower OCR that can move independently and applies to economically sensitive/fragile, economically productive and socially beneficial lending.  This OCR could be lowered below the current 4.75% independently.  A second OCR which applies to all other areas of the economy can also be independently moved higher or lower to contain both inflation and speculative lending.  This system is simple to implement by the RBNZ through a capital charge/payment on net bank lending to each area. Thw result is that a simple #TwoOCR policy framework is inherently more stable than a single OCR system because the negative effects of a high OCR need not apply to the most sensitive areas of the economy.
