A COST Action is a bottom-up initiative, meaning that the topics are proposed by the researchers themselves rather than being dictated by the funding body. This ensures that the Actions are relevant to current scientific needs and interests, and it allows for the exploration of emerging research areas. Virtual Science centers should be developed with this objective of dissemination of scientific and technological information- current or historical to masses woven in their language for better comprehending. These are also conveyors of culture – the cultural quest for scientific understanding of our world – and the culture of wonder, discovery and invention.
