The population of Graz is growing rapidly, while the local topography means that suitable areas for construction and urban expansion are limited. Population growth leads to increased traffic volumes, air pollution and high resource consumption and demand. For decades, there have been sustainability activities in Graz from committed individuals, associations and companies to universities and colleges, which are supported by the City of Graz. In 2013, Graz City Council became one of the first cities in Europe to legally commit to prioritising the concept of developing Graz into a "smart city". By this, Graz means an energy-efficient, resource-efficient and low-emission city with the highest quality of life that utilises the latest and most innovative technologies. The issues of living, working and leisure as well as needs-based local supply are given high priority. Attractive public spaces (parks, squares and boulevards) are seen as important living spaces for the population. Careful use of our environment is to be achieved by implementing sustainable energy and transport concepts. Since the 1990s, comprehensive municipal environmental and sustainability programmes have been implemented, continuously developed and adapted to current circumstances. Innovative, interdisciplinary urban development and planning strategies are another important component of Graz's sustainability policy for increasing the quality of life of its citizens and reducing CO2 emissions.
