A big part of our work is #advocacy to improve the global protection system for refugees. One key way we achieve this is through working with #multilateral organizations such as the UNHCR, the UN Refugee Agency and The United Nations Human Rights Council (UNHRC). For International Day of #Multilateralism we want to share one important part of this advocacy work: the Universal Periodic Review. The Universal Periodic Review is a key process to hold countries and their governments accountable to their international human rights obligations. During the process, UN member states have their human rights record assessed by the 47 countries on the UN Human Rights Council, who then set recommendations on how to improve. Human rights NGOs like us can also submit our recommendations and can advise reviewing States about what they should emphasize. After many discussions, reports, and meetings, the final recommendations nudge States toward better human rights protections that can also benefit #refugees and other marginalized groups. 🚨WomanACT’s Statement on the Ombudsman Toronto Report: Exclusion of Refugee Claimants from Base Shelter Beds🚨 The findings of the Ombudsman Toronto’s report reveal an alarming failure to uphold fairness and human rights, particularly for refugee women and children. The City’s decision to deny refugee claimants access to shelter beds left survivors of war and persecution at heightened risk, compounding their trauma. Refugee women, especially those fleeing gender-based violence, are among the most vulnerable populations. By excluding them from shelter spaces, the City failed in its duty to protect their safety and dignity. This exclusionary policy disproportionately affected Black and racialized refugees, in direct violation of Toronto's commitments to equity and human rights. Survivors need more than a roof—they need safety, stability, and trauma-informed support. WomanACT stands by the Ombudsman’s 14 recommendations, calling for immediate action to ensure refugee claimants are treated with fairness and respect. The Platform of Independent Experts on Refugee Rights was launched at the Global Refugee Forum December 2023. The Platform brings together UN Special Procedures, UN treaty bodies, and regional human rights mechanisms. On December 10th, the Platform issued a statement to mark Human Rights Day, and the end of the 2024 16 Days of activism against gender based violence. "We echo the concerns expressed by the Platform of Independent Expert Mechanisms on Discrimination and Violence against Women (EDVAW Platform) over the increasing violence faced by women and girls in conflict areas, particularly the devastating impact of small arms and light weapons. The escalation of armed violence in conflict settings has disproportionate and severe effects on women and girls, who are subjected to various forms of gender-based violence, abuse, and discrimination in these contexts. But the violence women and girls face is not confined to situations of conflict – it also prevails in the home. The numbers are staggering: nearly 1 in 3 women experience violence in their lifetime. Girls are at risk of violence too. By the age of 19, 1 in 4 adolescent girls who have been in a relationship have already been physically, sexually, or psychologically abused by a partner. Refugee and asylum-seeking women and girls are especially at risk of becoming victims and survivors of gender-related human rights violations in the context of forced displacement. The risk exists in many situations, from gender-based violence occurring in conflicts, during their journeys in search of safety, to violence in their own homes, and in receiving states, where some may also become victims of sexual exploitation, including in displacement settings. With an estimated 122.6 million people forcibly displaced globally, about half of whom are women or girls, the magnitude of this violence is great. It is essential that women and girls should not only be perceived as victims and survivors of gender-based armed violence, but also recognized as active and key players in advocating for arms control, disarmament, and non-proliferation. As we approach the 25th anniversary of the Security Council Resolution 1325 on Women, Peace and Security, we urge States to ensure increased representation of women at all decision-making levels in national, regional, and international institutions and mechanisms for the prevention, management, and resolution of conflict, and in policymaking, planning and implementation processes related to disarmament, non-proliferation and arms control. Advocating for Refugee Rights: A Call for Inclusive Policy Dialogue 🤝 In the realm of policy advocacy and development, ensuring the protection of human rights, especially those of refugees, demands inclusivity and equality. It’s not enough to simply discuss theoretical concepts; we must engage in tangible exchanges of insights with all stakeholders represented at the table. High-level profiles, civil society actors, government officials, and most importantly, refugees themselves—whether through refugee-led organizations or not—must all have a seat at the table. This inclusive approach bridges the gap between policy ideals and the lived realities of refugees. The International Institute of Humanitarian Law responds to this gap by providing a neutral platform for dialogue and facilitating meaningful exchanges between stakeholders and individuals with direct refugee experience. At the same time, continuous learning is crucial in order for refugee protection to be efficient and relevant. The International Labour Organization is proud to support the Multi-stakeholder Pledge on Meaningful Refugee Participation, a vital step towards centering refugees and stateless persons in decision-making at all levels. Through initiatives like Youth Network Committees, we are fostering inclusive programs that amplify the voices of individuals with lived experience of displacement. Since the 2023 Global Refugee Forum, there is strong multi-stakeholder momentum around the #MeaningfulRefugeeParticipation pledge and its purpose: to centre refugees in decision-making at all levels, emphasizing diversity across age, gender, and disability. There is great progress in all three areas for the pledge: inclusive decision making, accountability, and sustainable funding and resourcing. But we are far from achieving meaningful refugee participation. Representation is often tokenistic. Funding barriers and legal restrictions still prevent full refugee engagement. We must all join a deeper shared commitment to dismantle these barriers and ensure refugees are not just included, but lead the way.
