The Convention establishes a common approach to ensure AI system activities align with human rights, democracy, and the rule of law, while promoting innovation and trust. The new AI treaty: Good Start, But Don't Call it a Win Just Yet The UK, US, EU, and several other nations have signed the world’s first legally binding treaty on #AI and human rights. This agreement, created by the Council of Europe, aims to safeguard human rights, democracy, and the rule of law in the age of AI. But it seems to apply to public sector AI use, leaving private sector use up to individual states. It also includes a carve-out for national security interests. Today, the European Commission signed the Council of Europe Framework Convention on Artificial Intelligence on behalf of the European Union. The Convention is the first legally binding international instrument on artificial intelligence, fully compatible with the EU AI Act, which is the first comprehensive AI regulation globally. This Convention provides for a common approach to ensure that activities within the lifecycle of AI systems are compatible with human rights, democracy and the rule of law, while enabling innovation and trust. It includes a number of key concepts from the AI Act such as a risk-based approach, transparency along the value chain of AI systems and AI-generated content, detailed documentation obligations for AI systems identified as high-risk, and risk management obligations with the possibility to introduce bans for AI systems considered a clear threat to fundamental rights. The Convention will be implemented in the EU by means of the AI Act, which provides harmonised rules for the placing on the market, deployment, and use of AI systems, along with other relevant EU legislations where needed.
