21 years ago today, David Miliband, the then Minister of State for School Standards launched ‘Personalised Learning: Building a New Relationship with Schools.’ It was visionary and evidence-based working with researchers, schools and academics such as David Hargreaves. It brought schools together and started with a question, ‘how do we achieve equity and excellence?’ It aimed ‘to provide an education to every child, which is tailored to their unique learning styles, motivations and needs.’ It was joined up with the Every Child Matters programme for change launched the year before in a consistent narrative rather than highlighting points with patronising emojis (not sure many uniform suppliers accept dollars).
I remember the DfES meetings to train for delivery, with leaders and teachers united from all sectors of education learning from each other and the research. It was a uniting, trusting vision worked out in partnership with experts in the field.
Re-reading the speech, many of today’s prominent issues around safeguarding, standards, inclusion for every child, are there within the plan - not surprising as that tension between equity and excellence in education is an omnipresent.
On reflection, this was into a Labour second term, but the clear communication of David Miliband was promoted to the Cabinet, Stephen Twigg lasted less than five months; now add in changes in government & all the education ministers with their own priorities; add in that opposition parties do not have access to the civil service or are not funded to research policy in advance of taking government: no wonder we are not in a position to really transform education.
As long as education and education resourcing are subject to the vagaries of ever-changing leadership, and government departments work in silos, progress will be limited. We need a uniting vision from a cross-party commission for education to clarify purpose and priorities for the long term if the focus reallly is going to be the safety and futures of children and society in which equity and excellence are able to go hand-in-hand.
