The G7 Competition Summit, chaired by Roberto Rustichelli, concluded this morning in Rome at the headquarters of the Italian Competition Authority. The event, which took place behind closed doors on 3 October and 4 October, welcomed antitrust and government delegations from the Group’s seven member countries (Canada, France, Germany, Japan, Italy, the United Kingdom and the United States) and the European Commission, for a total of 35 delegates. The central theme of the two-day meeting was artificial intelligence and related competition issues. The AGCM set up a working group on artificial intelligence and brought a technical paper to the Summit, which formed the basis of the discussion on the first day, focusing on current and future horizon scanning and enforcement activities. The second day focused on policy and regulatory issues. The discussion was prompted by a paper prepared by the OECD examining the interplay of regulatory and enforcement measures taken in different jurisdictions to curb the market power of large platforms. The Summit concluded with a joint statement (Communiqué) on digital competition, underscoring the societal risks posed by the emergence of AI, while also acknowledging the substantial opportunities for innovation and economic growth it presents. In early April 2024, the Standardization Administration of China (SAC) released a summary of the state of development of China’s national standardization system in 2023. The key highlights of the summary are presented below. You can access it here: https://lnkd.in/eQ_4yxN6 This commentary reflects on the very insightful articles by Michelle Egan (https://lnkd.in/e36Hx4Rz) and Panos Delimatsis and Zuno Verghese (forthcoming) that provide historical accounts of ETSI’s origin and its dynamic evolution and attempt to explain its resilience. In this commentary, we place focus on three of ETSI’s unique attributes (its institutional set-up and openness, standard-setting activities and flexibility and the ETSI IPR policy) and their evolution to arrive at a better understanding of ETSI’s resilience during critical moments and over time. It is argued that the governance reforms proposed by the EU risk undermining the attractiveness of open European ICT standardization, a key ingredient of ETSI’s very success in ICT matters.
